<br /> <br />was dedicated in a ceremony in April 1963. Except for testing and <br />possible minor construction in fiscal year 1964, all other project <br />features were completed during the year. These features include the <br />Smith Fork feeder canal and diversion dam and the Aspen Canal. <br /> <br />Limited amounts of project water were available during the <br />1963 irrigation season. It is expected that the project will be trans- <br />ferred to the Crawford Water Conservancy District for operation in <br />January 1964. This project will become the second participating <br />project to be turned over to a water user's organization for operation. <br /> <br />Advance Planning Activities <br /> <br />A supplemental economic justification report on the Crystal <br />Dam and Reservoir of the Curecanti unit was completed and ap- <br />proved by the Secretary of Interior. Preconstruction activities in- <br />cluding studies and preparation of designs, and estimates continued <br />on the Central Utah project, Silt project, and Lyman project. The <br />definite plan report for the Lyman project was completed and the <br />report for the Bonneville unit of the Central Utah project is nearing <br />completion. Quality of water studies were continued in the upper <br />Colorado River Basin as authorized by law. <br /> <br />Fish and Wildlife Development <br /> <br />Rough-fish control measures were completed for 445 miles of <br />the Green River and tributaries in September 1962 prior to closure <br />of the Flaming Gorge Dam. This program was planned and executed <br />with the cooperation of the Colorado, Utah, and Wyoming Fish and <br />Game Departments. <br /> <br />Installation of the pump and powerline for the Stewart Lake <br />State Waterfowl Refuge in Utah was completed in October 1962. <br />These facilities will provide water from the Green River to replace <br />Ashley Creek flows diverted to Steinaker Reservoir. <br /> <br />Land and wildlife management plans were developed for the <br />Flaming Gorge and Navajo unit program areas in cooperation with <br />the Bureau of Land Management and the State fish and game de- <br />partments. Purchase of base properties by the Bureau of Sport <br />Fisheries and Wildlife and related grazing adjustments for wildlife <br />on the public domain will permit the management plan to be <br />effected. <br /> <br />To initiate the program of land acquisition, 1,560 acres were <br />acquired at the Flaming Gorge unit for big-game and waterfowl <br />management and 3'78 acres were acquired at the Navajo unit for <br /> <br /> <br />big-game range.
