The Bureau of Public Roads <br />continued its preparation of detailed plans for the access road to <br />J ones Hole National Fish Hatchery site in northeastern Utah. The <br />14-mile access road will link the proposed hatchery area with the <br />Uintah County road system. <br /> <br />Fishery investigations were initiated at Flaming Gorge Reservoir <br />and Lake Powell by the Arizona, Utah, and Wyoming Fish and <br />Game Departments, These 6-year studies, to be completed in fiscal <br />year 1969, will guide management measures during the i~itial years <br />of reservoir impoundment. The similar study initiated in 1963 at <br />Navajo Reservoir by the New Mexico Department of Game and <br />Fish was continued, as well as the Bureau of Sport Fisheries and <br />Wildlife's study to assess the downstream effects of Flaming Gorge <br />Dam closure and the rough fish control operation of September 1962, <br /> <br />Plans for improved fishing access on the Gunnison River and its <br />tributaries above Blue Mesa Reservoir were developed by the Bureau <br />of Sport Fisheries and Wildlife and the Colorado Department of <br />Game Fish and Parks. Potential easement areas that would open <br />18 miles of 'stream to free public fishing were appraised for possible <br />acquisition. <br /> <br />The Bu~eau of Sport Fisheries and Wildlife acquired additional <br />land at the Flaming Gorge unit for both big game and waterfoul <br />purposes. The 886 acres obtained are on the Green River near the <br />Utah-Colorado State line and include direct flow rights and a 1,160 <br />acre-foot storage right. Planning was initiated on related fencing, <br />water development, and range rehabilitation measures by the Utah <br />State Department of Fish and Game. <br /> <br />Five agreements for land treatment and structural measures at <br />the Navajo Dam land and wildlife management project were exe- <br />cuted by the New Mexico Department of Game and Fish and the <br />Bureau of Land Management. The improvements under these agree- <br />ments consist of brush eradication and seeding to improve forage on <br />1,300 acres; development of five water-retention basins; construction <br />of specialized enclosures for forage use studies; and fencing to' pelmit <br />rotation of livestock grazing. The New Mexico department has <br />initiated detailed planning for the land and management measures <br />required for the project area north of the reservoir area, <br /> <br />To complement other programed wildlife management measures, <br />the Bureau of Sport Fisheries and Wildlife requested the Bureau of <br />Land Management to withdraw 7,166 acres of public domain at the <br /> <br />Curecanti unit and 880 acres at the Emery County project for <br />respective big game and waterfowl development purposes. <br /> <br />Public Recreation Facilities <br /> <br />Water, sewer, and power systems have been completed at <br />Lucerne Valley in the Flaming Gorge National Recreation Area. <br />The Lucerne Valley access road and parking area were completed <br />in fiscal year 1963. An access road, boat-launching ramp, employee <br />residences, and a water system at Antelope Flat, Utah, under con- <br />struction at the time of the last report, have been completed. A <br />water and sewer system have been completed at Dutch John, Utah, <br />where work on campground and picnic facilities, five comfort sta- <br />tions, employee housing, and a ranger-contact station is well under- <br />way and should be completed in fiscal year 1965. Work is in progress <br />on two residences and water and sewer systems at Manila, Utah. <br />Boat-launching ramps on the Flaming Gorge Reservoir have been <br />provided at Buckboard Crossing, Firehole Canyon, Brinegar Ranch, <br />and Holmes Ferry. <br /> <br />At Crawford Reservoir in Colorado, where basic recreation <br />facilities have been completed, additional construction is underway <br />on an office-utility building which will be completed in fiscal year <br />1965. <br /> <br />Construction is underway on an office-utility building, water <br />supply and distribution systems, sanitary facilities, 4 comfort sta- <br />tions, 14 camping and picnic shelters, 50 camping and picnic sites, <br />access and circulatory roads, parking areas, and a boat-launching <br />ramp at Fontenelle Reservoir in Wyoming. These projects will be <br />completed in fiscal year 1965. <br /> <br />At Wahweap, in the Arizona portion of Glen Canyon National <br />Recreation Area, work on buoys and navigational aids and two <br />comfort stations was completed during the year. The picnic area <br />development and shelter, a comfort station, seasonal quarters, em- <br />ployee residences, pit toilets, parking areas, a boat-launching ramp, <br />marina, beach, and access road in the Wahweap area were completed <br />in fiscal year 1963. Construction of a repair shop and firehouse is <br />underway. At Lees Ferry, Ariz" a comfort station, portable comfort <br />stations, and the sewer system have been constructed, The boat- <br />launching ramps at Bullfrog Basin, Utah, at Halls' Crossing, Utah, <br />and Lees Ferry area have been completed and a ranger station and <br />utility building are well underway at Bullfrog Basin. <br /> <br />Completion of a water system, pit toilets, boat dock, picnic area <br />and campground, circulatory roads, parking areas, and a boat launch- <br />
