It is understood that the right is <br />reserved by the Governance Committee to accept any proposal that, in its judgment, is the best <br />proposal, and to waive any irregularities in any proposal. <br />Proposal Costs: Proposal costs incurred in response to this RFP will be the responsibility of the <br />bidder. Neither Nebraska Community Foundation nor the Governance Committee will be liable <br />for any costs incurred by the bidder in the completion and submission of the proposal. <br />Point of Contact: Questions regarding this RFP that could impact budget estimates or scope of <br />services should be e-mailed to Chad Smith at smithc@headwaterscorp.com. Questions and <br />responses will be provided by e-mail to all bidders. <br />SCOPE OF WORK FOR CONTRACT SERVICES <br />INTRODUCTION <br />The Platte River Recovery Implementation Program (Pragram) was initiated on January 1, 2007 <br />between Nebraska, Wyoming, and Colorado and the Deparhnent of the Interior to address <br />endangered species issues in the central and lower Platte River basin. The species considered in <br />the Program, referred to as "target species", are the whooping crane, piping plover, interior least <br />tern, and pallid sturgeon. <br />A Governance Cammittee has been established that reviews, directs, and provides oversight for <br />activities undertaken during the Program. The Governance Committee is comprised of one <br />representative from each of the three states, three water user representatives, two representatives <br />from environmental groups, and two members representing federal agencies. The Governance <br />Committee has named Dr. Jerry Kenny to serve as the Program Executive Director. Chad Smith, <br />representing the Program Executive Director's Office, will be the primary contact for <br />prospective contractors responding to this RFP. <br />NEEDS AND SCOPE <br />The Consultant will rigorously implement Sections III-VII of the Program's Whooping Crane <br />Monitoring Protocol (see Protocol) for the purposes of collecting data on whooping crane <br />occurrence and use in the central Platte River valley during the 2008-2010 spring and fall <br />migrations. The Protocol provides extensive detail about the study area, timing, and survey/data <br />collection methods. Potential contractors responding to this RFP should provide information <br />detailing their ability to implement all aspects of the Protocol in accordance with the established <br />spring and fall migration survey periods and reporting dates over a three year period. <br />In particular, potential contractors should be aware of the following details related to <br />implementation of the Protocol: <br />• Aerial surveys are to be conducted seven days a week as weather allows during both survey <br />periods each year. <br />• Surveys consist of systematic aerial surveys to locate whooping cranes throughout the study <br />area as well as a ground portion to follow located whooping cranes and document habitats
