used and activities within the various habitats. Professional staff will remain in the field until <br />all field measurements are completed. Data will be recorded on data sheets provided by the <br />Executive Director's office (one set from which copies can be made will be provided). <br />• Contractor will be responsible for placing and retrieving whooping crane decoys for the <br />purpose of evaluating survey detection rates. Contractor will be provided decoys and a list of <br />fifteen (15) randomly selected locations for placing the decoys on accessible lands during <br />each migration season. Contractor will document on data sheets detection or non-detection <br />of decoys by the flight crew and will also conduct habitat measurements at decoy locations. <br />• Contractor will be responsible for securing qualified and experienced air services with the <br />equipment necessary to complete the protocol. <br />• Contractor will organize and attend a training meeting (including all technicians), prior to <br />initiating the Protocol, with personnel from the Grand Island, Nebraska office of the United <br />States Fish and Wildlife Service (Service) and the Program Executive Director's Office. <br />Two hours of training flights are required for all persons implementing the protocol not <br />previously trained as part of other whooping crane survey efforts. As part of the training <br />flights, the Contractor will place decoys in the river channel to provide all personnel the <br />opportunity to see a"whooping crane" from the air. <br />• Contractor will provide a weekly verbal report on progress of the work to the Executive <br />Director's Office and will make additional contacts as needed to clarify the Protocol and to <br />discuss problems involved in implementing the Protacol. <br />• Contractor will be responsible for field surveys, data entry, data analysis, and report <br />preparation. Data will be entered into a Microsoft Access database provided by the <br />Executive Director's Office, and data will be reported in accordance with guidelines outlined <br />in the Program's Adaptive Management Plan (AMP) and Database Management System. <br />AVAILABLE INFORMATION <br />The Final Program Document, the Program's AMP, and the Whooping Crane Monitoring <br />Protocol can all be accessed either from the Program Web site (www.PlatteRiverProgram.com) <br />or by contacting Chad Smith. <br />DELIVERABLES <br />The successful Contractor will be responsible for, at a minimum, completing the following: <br />• Raw data sheets, including maps and UTM locations of whooping crane use sites, with the <br />Final Reports. <br />• Draft Reports describing field methods, deviations from the Protocol, reasons for deviating <br />from Protocol methods, and data summary/analysis, and a completed electronic database <br />within 45 days of completing aerial surveys each season. Further detail on report content <br />(e.g., variables to be described) and analysis can be found in the Protocol. <br />• Final Reports incorporating Technical Advisary Committee comments two weeks after <br />written and/or verbal comments are provided from the TAC. <br />• All Draft Reports provided to Chad Smith in the Executive Director's Office in Microsoft <br />Word format to facilitate comments and edits; Final Reports in PDF format.
