This will allow the applications of the System to become operational. 266 Development of the GIS application and the data query and filter applications will occur during 267 Phase II. 268 269 Phase II can be considered the period in which the database management system grows in 270 sophistication, not only improving efficiency and ease of use, but linking data and texts and 271 allowing users to connect and query multiple layers of data. Phase II will last for a period 272 of approximately one year. 273 274 Phase III - Phase III will begin once the Program has decided that the System satisfies all 275 reasonable objectives set by the Program and the System Administrator and is at a fully 276 functional stage. This phase will consist primarily of updating the System with current data and 277 information as it is collected and reported by the users, tracking uses and changes made to the 278 database by users, and monitoring of the system's performance and integrity. Phase III will 279 begin at the end of Phase II and last through the duration of the First Increment of the Program. 280 As new projects are initiated, the System Administrator will work with principal investigators 281 and Program Staff during the creation of the study's protocol to develop the necessary forms and 282 formats for data collection. This will ensure that the information collected from the project has a 283 proper place in the database and can be spatially and temporally linked to other System data. 284 285 IV. PROJECT BUDGET 286 The Governance Committee has budgeted $150,000 for Database System development activities 287 in 2009 with subsequent yearly budgets estimated to be $100,000. The submission requirements 288 section of this RFP requires that prospective contractors submit a cost proposal. Please note 289 that the cost proposal (and corresponding scope of work) is not limited to the Governance 290 Committee's budgeted expenditure and the Program shall not be required to accept any 291 proposal solely on the basis that it contains the lowest price for completion of the work 292 contemplated by this RFP. 293 294 V. The initial term of 302 the contract will be for a three-year period beginning in January of 2009 and terminating 303 in December of 2011 with an option to renew at the sole discretion of the GC. Contracted 304 services will be performed on a time and material not to exceed basis. Under the final 305 contract, annual written Notice to Proceed from the Executive Director will be required 306 before works begins.
