This will allow the applications of the System to become operational. <br />266 Development of the GIS application and the data query and filter applications will occur during <br />267 Phase II. <br />268 <br />269 Phase II can be considered the period in which the database management system grows in <br />270 sophistication, not only improving efficiency and ease of use, but linking data and texts and <br />271 allowing users to connect and query multiple layers of data. Phase II will last for a period <br />272 of approximately one year. <br />273 <br />274 Phase III - Phase III will begin once the Program has decided that the System satisfies all <br />275 reasonable objectives set by the Program and the System Administrator and is at a fully <br />276 functional stage. This phase will consist primarily of updating the System with current data and <br />277 information as it is collected and reported by the users, tracking uses and changes made to the <br />278 database by users, and monitoring of the system's performance and integrity. Phase III will <br />279 begin at the end of Phase II and last through the duration of the First Increment of the Program. <br />280 As new projects are initiated, the System Administrator will work with principal investigators <br />281 and Program Staff during the creation of the study's protocol to develop the necessary forms and <br />282 formats for data collection. This will ensure that the information collected from the project has a <br />283 proper place in the database and can be spatially and temporally linked to other System data. <br />284 <br />285 IV. PROJECT BUDGET <br />286 The Governance Committee has budgeted $150,000 for Database System development activities <br />287 in 2009 with subsequent yearly budgets estimated to be $100,000. The submission requirements <br />288 section of this RFP requires that prospective contractors submit a cost proposal. Please note <br />289 that the cost proposal (and corresponding scope of work) is not limited to the Governance <br />290 Committee's budgeted expenditure and the Program shall not be required to accept any <br />291 proposal solely on the basis that it contains the lowest price for completion of the work <br />292 contemplated by this RFP. <br />293 <br />294 V. The initial term of <br />302 the contract will be for a three-year period beginning in January of 2009 and terminating <br />303 in December of 2011 with an option to renew at the sole discretion of the GC. Contracted <br />304 services will be performed on a time and material not to exceed basis. Under the final <br />305 contract, annual written Notice to Proceed from the Executive Director will be required <br />306 before works begins.
