and evaluation of the sites. An administrative employee will be hired short-term each year to
handle billing, grant reports, and create the presentations. SCCD Board members will help
aive oresentations at local fairs and shows.

.

Effectiveness of the Project:
Measurable results that will have a slgnlflcant Impact on Improving the heulth of the
watershed consistent with the State approved TRO control plan. The project Is
consistent with priorities established In the plan and coordinated with c.ther TRO
activities in the watershed. Refer to the attached statement of the existing IBcologlcal
condition.
The density of TRO will be monitored throughout the project to ensure that it is being
eliminated. An aquatic assessment will be done each year to show the effects on water
quality and aquatic species. A photo journal will allow visual comparison of revegetation and
ecosystem restoration. We anticipate that all of these results will meet the guiding principles
listed in the PIE plan and will bring us closer to a healthy ecosystem as described in the
Statement of Existing Ecological Condition. This project is coordinated with the Sedgwick
County Weed Control District who assisted in the formation of the PIE Plan and! has been
strivina to eliminate tamarisk in our countv.
The proposal Is complete and the proposed Implementation steps will accomplish the
stated goals of the proposal. Design minimizes the likelihood of re-Infestatlon of the
project area through effective revegetation, monitoring, and maintenance plans.
We have drawn this proposal together with the guidance of everyone involved so that we are
properly prepared to eliminate TRO in our project site, document effects on the ecosystem,
and present it to the local community as stated in the plan. The budget was put together with
advice from the we~d control district so that we will be prepared to fund the initial treatment as .
well as stop any reinfestation over the seven years. If revegetation is not happening naturally,
we will take extra efforts to assist it. Monitoring and maintenance will be done in conjunction
by the SCCD and the weed control district.
Principles of IPM (blocontrol, chemical, mechanical, etc.) are well utilized. Chosen
control methods are the most appropriate techniques for the speciflc project area.
Cut-stump treatment and use of chemical on younger plants was agreed upon for our site by
Ron Schierer of NRCS and Tracy Kizer of the weed control district. Ron Schierer will create
our IPM Dlan and we will continue to re-evaluate the olan as needed.
The proposal Is effective In furthering the CWCS's multl-objectlve mfasions relative to
watershed restoration and protection of water resources such as enhancing instream
flow segments, facilitating water deliveries or mitigating flood risks.
This project contributes to the restoration of the riparian ecosystem of the watershed, which
in turn improves water quality and flood mitigation (see Statement of Existing Ecologica~
Condition).

.

The proposed project schedule I. realistic. Anticipated environmental compliance and
permitting I..u.. (for example: 404 dredgelflll, herbicide appllc.tion, Insect rel.as..,
NEPA, etc).... adequately .ddre..ed.o.. not to del.y project Implementation.
TRO removal will begin July 2009. We have estimated three weeks of labor will be required
to effectively remove most TRO in the first year. That may be spread out into the equivalent
amount of hours over a longer period to allow work in accommodating weather conditions.
Two weeks were estimated for the second year to eliminate any work that could not be
completed in the first year and to eliminate any TRO regrowth. Much fewer hours of labor
were estimated for treatment over the next five years. The Sedgwick County Weed Control
District will have their licensed manager doing the chemical application. The administrative
assistant will ensure that all cooperating entities are kept up to date on the project so that all
potential snaas may be avoided.

.

5
