Apportions the waters of the San Juan River system between Colorado and New Mexico in <br />such a way that Colorado agrees to deliver in the San Juan and its tributaries enough water <br />to meet New Mcxico's entitlement under Article III considering the water which originates <br />with New Mexico proper.
