UPPER COLORADO RIVER COMPACT <br />October 11, 1948 <br />Signatory States: Arizona, Colorado, New Mecico, Utah, and Wyoming <br />Colorado Commissioner. Appointed by the Governor <br />Major Purposes: <br />1. Provide for the equitable division of the waters of the Upper Basin aliocated by the terms <br />of che Cotorado Rivcr Compaa (Art. I) 2. Eestabiish the obligations of cach state of the Upper Basin with respect to required <br />deliveries at Lee Feny, as set forth in the Colorado Rivcr Compact :(Art n <br />3. Promott intecstate comity (Art. n 4. Remrnre causes of present and future controversies (Ari. I) <br />5. Secure the expeditious agricuttural and industrial development of the Uppec Basin <br />(Art.1) <br />Salient Provisions: <br />1. Apportionment of waters of t6e Upper Basin as [oliows: <br />Hrizona 50,000 AF/yr. <br />Of the total beneficial consumptive use ailocated to the Upper Basin less the 50,000 AF <br />per year to Arizona, the apportionment is (Att. III): <br />Cotorado 51.75% <br />New Mexico 11.25% <br />Utah 23.00% <br />Wyoming 14.00% <br /> <br />2. The apportionment is bascd upon the allocation of man-made dePletions and beneficial use <br />is the basis, the measure, and the limit of the right to use. (Art. III) <br />3. No state shatl exceed ils apportioned use in any water year when the e[fect of such use is <br />to deprive another signatory state of its apportioned use. (Art. III) <br />4. If a call shovld be pfaced at Lee Ferry by the Lower Basin, the exteni of curtailment by <br />each state of the Upper Basin shall be determined by the following: <br />a. The extent and iiraes of curtailment ahall assure fiill compliance with Article III of the <br />Colorado River CompacL (Art. IIn <br />-99-
