, ? • <br />A,RKANSAS RIVER COMPACT <br />December 14, 1948 <br />Signetory States: Cotorado and Kansas <br />Colocado Commissioners: One resident from Eormer Water Disirict 14 or 17, one resident <br />from former Water D+strict 67, and the Director of the Colorado <br />Water Con.eervation Board <br />Major Pnrposes: <br />1. Settle existing and [uture controversy betwecn the states concerning the utilization of the <br />watera of the Arkansas Rivcr (Art. I) <br />2. Equitably divide and apportion the watets of the Arkansas River between Colorado and <br />Kansas As well as the bene6ts which arise from the construction of John Martin Reservoir <br />(Art. I) <br />Salient Provisions: <br />1. The eonservation pool at John Mactin Resecvoir will be operated for the benefit of water <br />users in Colocado and Kansas, both upstream and downstream from the dam. (ArL M <br />2. The Compact is not intended to impede development of the-Arkansas Basin in either state <br />provided that thc waters of the Arkansas River shatt not be materialty depleted in usable <br />quantity or avaiiabitity. (Art. M <br />3. From November Ist to March 31st (winter storage) of each year, all water entering John <br />MaKin Reservoic shatl be stored up to the limit of the conservation pool, except that <br />Colorado ean demand retease of the river inflow up to iW efs as long as no waste occucs. <br />(art. V) <br />4. Summer storage in John Martin Reservoir shall vommence on April lst and continue to <br />October 31st of each year. All water entering th4.resenroir dating this period shall be <br />stored except: <br />a. When Colorado water users are operating under decreed priorities. <br />b. Colorado may demand releases of tiver intlow up to 500 cfs and Kansax may demand <br />relea.ses of waier equivalcnt to that portion of river inflow betwecn 500 cfs and 750 <br />cfs regardless of Colorado releases. <br />(Art. V) <br />5. Releases of stored water shall be made upon concunent or separate demands by Colorado <br />or Kansas at aay time during the summer storage period. Limitations imposed are: <br />-101-
