vetted and selected as part of the BOR Water 2025 Challenge Grant. See Scope of Work, Section 2:
Personnel, Table 6: Participant Qualifications. The on-the-ground constructing team will operate in three
phases.
Task 61: Phase I Design involves finalizing the design for nine
streams. Stream widths vary from 5 - 20 feet. Some high mountain
tributary streams are relatively narrow (as shown in the photo at
right). Design has not been finalized due to natural variability in
stream channels and variability in the range of measuring devices
available. For instance, each of the 15 locations will be custom-fitted
with the appropriate flow control device ranging from Parshall flumes
and H flumes to broad-crested weirs, sharp-crested weirs,
rectangular-contracted weirs, Cipoletti weirs, v-notch weirs, or
compound weirs. Design includes finalizing flow control device selections and fine tuning cost estimates. A
construction performance work plan will be written. The nine sites will be surveyed and design drawings will
be made, if appropriate.
Task B1IPhase I includes permitting and environmental compliance. This will involve time for applying for
required U.S. Army Corps of Engineers §404 permits, U.S. Forest Service special use permits, county
permits, and watershed permits. Phase I also provides an umbrella for all construction project management
and meetings.
Task 62: Phase II Measuring Device Construction is the on-the-ground construction work at nine stream
locations. After the appropriate measuring device is installed, telemetry gauging instrumentation will be
installed.
Task B3: Phase III Gauging Instrumentation Equipment involves installing the appropriate water flow
instrumentation equipment so that accurate measurements are obtained. Installation includes wiring data
collection components together, programming each data collection sensor, and startup testing using a CR
BASIC program. It also involves calibrating and reporting initial month data.
Task B4. Financial and performance reporting includes completing payment requests that describe the
work accomplished by major task, estimate the percent completed by individual tasks, and estimate the
percent completed for the entire water activity vis-a-vis the percentage of budget spent. Financial reporting
will be conducted concurrent with BOR reporting, and will identify any major issues and proposed or
implemented corrective actions.
Personnel: Field work will be conducted by Jord N. Gertson, President, SourceWater Consulting, LLC,
Buena Vista, CO.On-the-ground construction will be done by Kaess Contracting with oversight by
SourceWater Consulting. Financial and performance reporting will be managed by Patricia J. Bungert, an
associate of SourceWater Consulting, LLC, Buena Vista, CO. See Table 6 for personnel qualifications and
roles.
Deliverables: Deliverables will include reporting on quantifiable pre- and post-project performance
measures that quantify actual benefits upon completion of the project, as well as a final report documenting
the installation of the measurement devices.
5
