Procedure: Because this Task involves purchasing capital equipment and the labor to install it, a direct <br />approach will be taken. This will involve a direct relationship between UAWCD through its Water Activity <br />Enterprise Fund and its local consulting hydrologist. <br />The direct approach involves installing reservoir data collection platforms using a staged approach. The <br />District Engineer prioritized the installation of the reservoir data collection platforms to coordinate with the <br />locations where exchanges are a main concern. Because high mountain reservoirs are difficult if not <br />impossible to access in winter months, data collection platforms will be installed during the spring and <br />summer. <br />Personnel: The work will be done by Jord N. Gertson, President, SourceWater Consulting, LLC, Buena <br />Vista, CO. Project management and meetings involve oversight by the District Manager and the District <br />Engineer. Gertson will wire data collection components together, program each data collection sensor, and <br />conduct startup testing using a CR BASIC program. He will calibrate and report initial month data. <br />Financial reporting and performance reporting, and the Final Report will be managed by Patricia J. Bungert, <br />an associate of SourceWater Consulting, LLC, Buena Vista, CO. Bungert will complete payment requests <br />that describe the work accomplished by major task, estimate the percent completed by individual tasks, and <br />estimate the percent completed for the entire water activity vis-a-vis the percentage of budget spent. <br />Financial reporting will be conducted concurrent with BOR reporting, and will identify any major issues and <br />proposed or implemented corrective actions. <br />Deliverables: Deliverables include reporting on quantifiable pre- and post-project performance measures <br />that quantify actual benefits upon completion of the project, as well as a final report documenting the <br />installation of the measurement devices. <br />Performance measures were developed for BOR and will be submitted to both BOR and CWCB <br />simultaneously at the end of the 24 month project. Actual benefits of Task A (installing data collection <br />platforms at six reservoirs) will be derived by comparing pre-project data with post-project data. Both pre- <br />and post-project measurements will be derived from: <br />• Frequency and accuracy of data on reservoir water levels and releases, and <br />• Employee time spent on reservoir monitoring and water control. <br />Task B: Constructing measuring devices and related gauges at nine stream locations <br />Description: Task B involves constructing /installing measuring devices and related telemetry gauging at <br />nine streams to allow water supplies to be more accurately measured, tracked through the delivery system, <br />and distributed. The streams and their locations are listed in Table 4 below. <br />
