The participation agreement will also include a step up provision.
It should be noted that at this time all SMWSA members except; Castle Pines Metropolitan
District, Parker Water and Sanitation, and Roxborough Park will be acquiring capacity in the
pipeline via their own independent financing (up to $25.7 million for up to 31.98 million gallons
per day).
Hydrology, Water Rights, and Long-term Demand
The individual members of the SMWSA have developed a complex portfolio of water rights.
These water rights include: extensive Denver Basin groundwater rights, direct flow and storage
rights on the South Platte and its tributaries, alluvial ground water rights, and
leasing/exchange/recapture of reusable effluent. In the immediate term the pipeline capacity will
be used to convey and exchange existing water rights and yields. In the near and midterm the
pipeline capacity will be used to convey consumable return flows, acquired water rights from
either agricultural transfers, new junior storage, and/or any future basin imports.
A summary of the 4 SMWSA providers that will be acquiring pipeline capacity (on both a firm
and variable capacity basis) and the cost of acquisition is provided below:
PROVIDER FIRM CAPACITY VARIABILE CAPACITY COST
(Million Gallons/Day) (Million Gallons/Day) (million
dollars)
Arapahoe County 3.5 $2.6
Water and
Wastewater Authority
(ACWWA
Meridian .55 $0.8
Metropolitan District
Pinery Water and .50 1.0 $1.5
Waste Water District
Stonegate Village 1.0 $0.7
Metropolitan District
TOTAL 1.05 5.5 $5.6
6
