TREATMENT FACILITIES AND DISTRIBUTION SYSTEM. <br />Built in 1994, the Applicant's Treatment can utilize both of our water sources: ground <br />water from the Park Center Well, and surface water, or water rights purchased and leased <br />in the Canon Heights Irrigation and Reservoir Company. The surface water originates on <br />the back side of Pikes Peak, in Teller County, and flows into Pisgah Reservoir or directly <br />into Fourmile Creek. Raw water flows into the irrigation canal through a master <br />headgate to an open channel until it reaches the Park Center headgate and weir. Water is <br />then deposited in Applicants pre-treatment reservoir. Well water is also deposited into <br />the pre-treatment reservoir to rid the water of its high CO2 content, although it can be <br />piped directly into the treatment plant if contamination of the reservoir or ditch ever <br />occurred. The two sources can be used alone or simultaneously, which lends great <br />flexibility to the system. <br />In order to control algae growth and in a relatively shallow but healthy reservoir, a <br />Solarbee solar powered circulator/mixer continually stirs the stratified water, improving <br />DO and pH levels, and eliminating the need for chemical algae control. When using <br />both sources concurrently, the circulator is instrumental in mixing the sources to limit <br />striations of warm well water over the colder surface water. The reservoir outlet allows <br />for shallow or deep draw-off and discharges gravity flow into the water treatment plant. <br />The state-of--the-art conical clarification plant uses a process which combines particle <br />removal through coagulation/flocculation with hardness precipitation, using alime/soda <br />ash softening in acone-shaped reactor. These chemicals react with hardness particulates <br />and the reactants precipitate out of solution and are removed. A helical flow pattern at <br />the base of the clarifier generates agitation and contact time for coagulation. Water rises <br />to the top of the cone through a chemical sludge blanket, coagulated particles collide and <br />form larger particles in the upflow currents and are captured by the sludge blanket and <br />removed through straining. Clarified water is collected in a perimeter trough and drop <br />box at the top of the cone where the pH is monitored and adjusted and the water is piped <br />into three media filters. A backwash cycle is automatically initiated according to head <br />loss or run time to keep the filters clean. <br />The treatment plant has a rated capacitymf 1 million gallons per day, or the maximum <br />flow from the BLM well. Flows into the plant are controlled by an automated actuator <br />valve on the raw water pipe and flows are set from the plant SCADA system. All <br />chemical additions, including chlorine are constantly monitored and automatically <br />adjusted by the computerized system. Finished water then flows into the clearwell and is <br />pumped to the distribution system or into one of our storage facilities. Applicant has <br />1,750,000 gallons of finished water storage. <br />Automatic storage level sensors in the storage tanks prevent operation of the high service <br />pumps when the tanks are above a high water set point and the treatment plant will <br />automatically shut down. A low water set point also triggers the automatic starting of the <br />
