diminished, except in the winter months or in time of drought when Applicant is totally <br />reliant on the well for its source water. <br />Because the BLM lease allows for 5 years adjustments for the appraised value of the well <br />water, Park Center has seen the price per thousand gallons of the well water increase in <br />five year increments. These increases were accompanied by rate increases to Applicant's <br />users. In order to better control the costs and stabilize rates charged to our users <br />Applicant has expanded its source waters through the acquisition of surface water rights <br />through stock in the Canon Heights Irrigation and Reservoir Company. For example, <br />yearly fees for ownership of irrigation stock computed to $16.50 per acre foot in 2008. <br />The well water cost to the District users for the same amount of water is $140.00. The <br />District owns a substantial amount of surface water rights through ownership of stock in <br />the Canon Heights Irrigation and Reservoir Company. Ina "normal" year, a share of <br />stock in the company is the equivalent of one acre foot of water per year. In 2008, Park <br />Center owed and leased a total of 616 shares, but since it was a dry year, the amount of <br />water per share was greatly diminished. The District's use of well water declines with <br />the amount of surface water available during the spring through fall months. This is due <br />to the extra costs in obtaining the well water, and because the treatment costs for the well <br />water is also augmented due to its high mineral content. However in times of drought, as <br />well as in the winter months when the ditch is shut down for repairs and maintenance, <br />Park Center users are totally reliant on the well for its raw water source. Surface water <br />rights, owned and leased, are not included in this Application. <br />WATER USE <br />Presently, the District has 1415 active water taps or approximately 4000 residents. An <br />estimated 50% of residents are served by septic tank and leach field systems, although the <br />Fremont Sanitation District is presently undergoing a massive expansion that will <br />incorporate a large number of Park Center users into the waste water/sanitation system. <br />All Park Center taps are metered. Meters are read and statements are sent out on a <br />monthly basis. Average monthly usage per tap is approximately 7000 gallons, or .25 acre <br />feet per year per residence or approximately 400 acre feet of raw water per year to supply <br />the entire District with residential use water. All of the Park Center use.is residential, <br />but we do have two apartment complexes and several mobile home parks with multiple <br />users on one tap. Comparisons of summer months/winter months shows us that <br />approximately 45% of Applicant's customer water usage is for yard and garden <br />irrigation. <br />
