within the non-damaging flow range. However, by storing inflows, Pueblo Dam. did reduce the
amount of flow reaching downstream azeas. The incremental damages preventeci by restriction
of these flows was not evaluated.
St Chazles Reservoir: This project is loca.ted south of Pueblo, but is not a.ctually on the St
Chazles River. Therefore this facility did not prevent fload damages during this ~.vent.
La Junta Local Flood Protection Levee: Prior to being overtopped and eventually being
breached, the local levee prevented damages to 421 homes, 20 businesses, 1 public structure, and
57 barns, detached garages, and sheds. The residential structures and their contents have an
estimated value of $4,979,000. The commercial structures and their contents have an estimated
value of $676,000. The public structure and its contents have an estimated value of $33,000.
The outbuilding structures and their contents have an estimated value of $622,001). This is based
on an approximate delineation of the flood plain for an 8-yeaz flood event for a tatal value of
$6.31 Million worth of property. The evaluation was made as part of the econora~ic justification
analysis for repair of the levee under the Public Law-84-99 program.
Las Animas Local Flood Protection Levee: The levee experienced erosion of at one
location, but provided protection during the entire 10-year to 25-year flood event. The levee is
designed to contain the 200-yeaz flood event. The levee protects 1,093 homes, 123 businesses,
63 public structures, 27 apartments and 262 sheds, barns, and detached garages. ']rhe residential
structures and their contents have an estimated value of $39,080,000. The commerc~al structures
and their contents have an estimated value of $16,Q36,000. The public structures and their
contents have an estimated value of $37,062,000. The apartment structures and their contents
have an estimated value of $3,254,000. The oiFtbuildings and their contents have an estimated
value of $1,072,000. These values are based on an approximate delineation of the 200-year flood
plain for a total value of $96,745,000. During this 10-year to 25-yeaz flood event, the damages
prevented totaled approxirnately $7 Million. The evaluation was made as part of the economic
justification analysis for repair of the levee toe under Public Law-84-99.
Trinidad Reservoir: The project is located upstream of Trinidad and therefore the large
Purgatoire River watershed downstream drains uncontrolled into Las Animas. The small inflow
captured at Trinidad Reservoir did not appreciably prevent any flood damages during this flood
event.
John Martin Dam: The project is estimated ta have prevented $49.9 Million worth of
damage at an estimated peak inflow of 30,000 c.f.s. on the Arkansas River.
Fort Lyons Levee: The Fort Lyons Levee prevented damage to the Fort Lyons Veterans
Hospital.
Chapter 4- Flood Damages Prevented and Sustained
Post Flood Assessment Report ~~ 32 Draft Revised 09/09/99
