CHAPTER 4 <br />FLOOD DAMAGES PREVENTED <br />AN]D <br />SUSTA][NED <br />Provide general overview on how the damages prevented and damages sustained were estimated. <br />Cite sources of information and potential overlaps or undervaluing factors. <br />DAMAGE PREVENTED <br />Fountain Creek and Tributaries <br />The Templeton Gap Channel above Monument Creek performed well despite continuing erosion <br />within the confluence plunge pool. There aze no other projects of flood control significance <br />along Monument Creek. Flows were fully contained within the channel banks downstream; <br />however, extensive erosion along the stream banks did occur. Despite the lack of damage due to <br />flooding, the streambank erosion resulted in damage to public infrastructure and l~ss of private <br />property into the stream. <br />The Fountain Creek Levees and Channelization project at Pueblo is the only significant flood <br />control project in this watershed. The east levee experienced some loss of riprap through a reach, <br />but provided protection during the entire 10-year ta 25-year flood event. The levee is designed <br />to contain the 200-yeaz flood event. The levee protects 46 homes, 183 businesses„ 27 public <br />structures, 3 apartments, and 21 storage sheds, and other outbuildings. The reside:ntial structures <br />and their contents have an esti.mated value of $1,511,000. The commercial structures and their <br />contents have an estimated value of $121,899,000. The public structures and their contents have <br />an estimated value of $83,646,000. The apartment structures and their contents h~ve an <br />estimated value of $650,000. The outbuilding structures and their contents have an estimated <br />value of $95,000. This is based on an approximate delineation of the 200-yeaz flood plain for a <br />total value of $207,791,000. Damages do not actually begin until the 50-year flood event so <br />during this 10-yeaz to 25-year event, the levee would not have appreciably prevented flood <br />damages. However, due to the high value of properties protected up to the 200-year event, <br />repairs are justified to restore full protection based on annualized damage prevention benefits. <br />The evaluation was made as part of the economic justification analysis for repair of the levee <br />riprap under the Public Law-84-99 program. <br />Arkansas River <br />Pueblo Dam and Floodway: The inflow to the dam and floodway system were generally <br />Chcrpter 4- Flood Damages Prevented and Sustained <br />Post Flood Assessment Report~~ 31 Draft Revised 09/09/99 <br />
