The program provides for training,
acquisition of incidental supplies and equipment, and rent for Emergency Operat.ion Centers.
The program also provides staffing of advance disaster planning work. During an emergency, if
district funds under the Flood Control and Coastal Emergencies appropriation 96X3125 aze
unavailable for re-prograrnming to supplement the PL-99 funds and the Corps of Engineers
Headquarters office CECW-OE is not available to authorize a supplement of funds verbally, the
District Commander can temporazily transfer emergency flood operation costs to the Operation
and Maintenance, General appropriation 96X3123. Temporary transfer of costs can also be made
to other flood control appropriations (i.e., 96X3121 General Investigations, 96K~ 122
Construction, General).
On May 12, 1999, under the District Commander's authority to transfer up to $1 U0,000 in cost to
other flaod control appropriations, $93,300 ($52,000 for emergency operations at 3ohn Martin
Reservoir, and $41,300 for Trinidad Reservoir) was made available from the Operation and
Maintenance, General appropriation. The U.S. Army Corps of Engineers South Pacific Division
Commander in San Francisco, Califomia has authority to transfer up to $500,000 to other flood
control appropriations. On May 17, 1999, the Corps of Engineers Albuquerque L)istrict
requested the South Pacific Division Commander to re-program $431,600 of Operation and
Maintenance, General funds for the flood emergency work. The re-programrned :funds were
provided on May 18, 1999. On May 19, 1999, $250,000 of the re-programmed funds was
allocated to the John Martin Project Office to awazd a contract for stabilization of'the Fort Lyon
Levee toe. These funds will be retumed to the original project accounts when additional funds
aze made available to the Albuquerque District.
Continuing Authorities Program: Three streambank eiosion problems along Fountain Creek that
were threatening public facilities had been identified for emergency streambank p.rotection under
Section 14 of Public Law 79-526, the Flood Control Act of 1946, as amended. Section 14
Emergency Streambank and Shore Protection projects and similar standing authorities for small
local flood protection and environmental mitigation projects are funded under the Corps of
Engineers Continuing Authorities Program. Funds are programmed annually as"Remaining
Items" through the Construction General Appropriation 96X3122. The three projPCts were
discontinued when local sponsors withdrew their support in favor of repair and restoration
services offered by the Natural Resource Conservation Service (NRCS). An infor.mation paper
comparing NRCS and Corps of Engineers emergency program capabilities is provided in
Attachment 2 of this report.
Chapter 3- Flood ofApri129, 1999
Post Flood Assessment Report ~ 30 Draft Revised 09/09/99
