The categories targeted for savings are Re sidential, Commercial, Irrigation and System <br />Losses. <br />There were 29 water conservation measures and programs on the universal list that the <br />District initially considered. Five of t hese were existing measures with plans for <br />improving or continuing effort. The firs t screening included the following criteria and <br />narrowed the list down to 16 me asures and programs. <br />1. Staff and Board approval <br />2. Customer acceptance and participation <br />3. Staff and financial resource limitations <br />4.
