SECTIONFOUR
4.1 OVERVIEW
Formulation of Alternatives
The project configuration was developed prior to the development of this feasibility report. The
Company evaluated the potential for developing an internal exchange of water but decided not to
pursue this approach due to the lack of flexibility to delivery water to their shareholders. For the
purpose of this study, the No Action and the Pump Station alternative were evaluated.
4.2 NO ACTION
If the pump station system is not constructed the Company will not meet the present and future
needs of the shareholders. The delivery of the water from the reservoir will become more
complicated due to the present exchange arrangement. Development is projected to continue in
the area below the reservoir which will even reduce the exchange at the Boulder headgate even
more in the future. URS believed that the No Action alternative was not a viable alternative and
it was precluded from further consideration.
4.3 PUMP STATION
The project will supply irrigation water to the North Branch Ditch and the Upper Lateral Ditch
located upstream of Panama Reservoir. The project consists of three main components which
includes a pump station with reservoir intake pipe, and two separate pipelines to supply the
irrigation ditches.
A pump station and reservoir water intake system will be located along the northern reservoir
rim. When the reservoir is at high water level, the pump station will be surrounded by water and
will be essentially an island with the exception for an access road connecting the shoreline with
the pump station area. The following describes the general pump station configuration:
1. The pump station supply system consists of a concrete intake structure with three intake
screens and a 300-foot-long 36-inch reinforced concrete pipe (RCP) from the intake
structure to the pump station wet well.
2. The pump station will be located on an access island surrounding the pump room
building constructed of compacted earth fill. An earth fill embankment type access
roadway will be extended from the reservoir access road to the pump station.
~.S 4-1
