Description of the major deliverables/products that will be produced upon successful completion of <br />the task: <br />Deliverables to the State will include the Business Plan in a form suitable for posting on the <br />C?1CB or on the Colorado Corn Growers website. Hardcopies can also be made available at the <br />request of a user or an organization for the costs of reproduction. <br />Task 7 -Summary Report to the CWCB <br />? Description of task: <br />A report will be written to document the study and to provide recommendations on how the <br />results of the study could be applied statewide. <br />? Method or procedure that will be used or followed to accomplish the task and ident? who will <br />undertake the task: <br />Brown and Caldwell will write this report with assistance and input from team members. <br />• Description of the major deliverables/products that will be produced upon successful completion of <br />the task.' <br />A final summary report for the entire project will be prepared which will include: <br />1. A technical section providing the engineering/economic/ Business Plan basis for the <br />Business Plan. <br />2. A technical section providing the additional data produced in Task 4 concerning water <br />quality costs and benefits, third party benefits and costs, protection of private property <br />(land and water), evaluation ofnon-market benefits. <br />3. Engineering/economic/Business Plan reports for the specific projects. These <br />engineering/economic/business reports will present the information, calculations, and <br />analysis used to develop the signed agreements and will include: (1) the basis for <br />determining the operating requirements for the specific alternative water transfer <br />project, (2) the basis for the administration and reporting required, (3) the <br />quantification of the costs and benefits including open space preservation/creation and <br />wildlife habitat preservation/creation. The information presented in these reports will <br />subsequently be used in developing the Business Plan. <br />4. A summary of the legal vehicle acceptable to producers which will provide the required <br />permanence to the ultimate water user in alternative agricultural water transfer projects. <br />The Colorado Corn Growers have termed this a "permalease." <br />29
