Feedback from the user group workshops, and <br />6. Recently available research results. <br />The Business Plan will cover the following topics: <br />1. A practical and non-theoretical discussion of alternative agricultural water transfer <br />methods and the advantages and disadvantages of each method. <br />2. Engineering, legal, economic and institutional considerations associated with the <br />practical implementation of each alternative transfer method. <br />3. Procedures and data to estimate the costs and benefits (especially non-market <br />benefits) for the alternative agricultural water transfer methods and for an economic <br />plan for determining the feasibility of specific projects employing alternative water <br />transfer methods <br />4. Guidelines and suggestions for assembling a practical and affordable program to <br />implement an alternative agricultural water transfer method. <br />5. A usable computational guide to determine the economic feasibility of alternative <br />agricultural water transfer methods in specific projects. The computational guide will <br />be a tool that an agricultural water user can utilize to determine what method of <br />alternative water transfer is feasible for the individual user. The plan will be useful in <br />determining rates of compensation for leases of agricultural water that will result in <br />positive economic returns for the irrigated farm. This computational guide maybe <br />developed in a form amenable to hand calculations and a computerized version. <br />? Method or procedure that will be used or followed to accomplish the task and ident? who will <br />undertake the task: <br />This task will be led by Brown and Caldwell but will require major input from Team Members in <br />order to develop procedures for implementing practical and affordable alternative agricultural <br />water transfer measures. The Colorado Corn Growers Association will facilitate the user group <br />workshops with assistance from Brown and Caldwell (Don Ament). <br />28
