Future Topics for Technical Presentations <br />From discussions earlier in the meeting, some suggestions were: <br />• What's happened to ag land within Montezuma county over a period of time (get <br />data from assessor's office) <br />• Implication of changing water usage (Hobbs 1-hour video) <br />• Dolores River Dialogue, River Protection Workgroup - impact of storage on non- <br />consumptive uses. <br />After some discussion it was agreed that the topic for discussion at the November 12 meeting <br />will be criteria for evaluating water supply account applications for M&I Projects. <br />Water Supply Reserve Account <br />Application - Happy Scenes Water System <br />The Project concept was introduced at last meeting. Jesse recapped the history of the system <br />and how the quality improvement and rehab became necessary and what work has been done <br />to date. The request is broken into 3 phases: Phase 1 for $133,000; Phase 2 for $250,000; <br />Phase 3 for $383,000. Page 10 of the request outlines the Parts and tasks to be accomplished <br />and the costs associated with each Part. Other sources of funding: borrow to finish 1s' Part, <br />IBCC, USDA grant, EPA application, SWCD, member special assessments. Suggested: State <br />Tribal assistance grant through federal senator offices. <br />Discussion took place regarding the purpose SB179 monies. And there was some question as <br />how this project meets our goals and objectives, and is rehab of existing systems appropriate <br />use of SB179 money. After further similar discussion, Mike stated that this Happy Scenes <br />presented the project as a concept at the previous meeting, and if we're going to deny a grant <br />request, then we should do it at that point, not after they've returned with all the information <br />we requested. It was pointed out that cost-per-tap comparisons between different areas in the <br />state are not valid. John Porter moved that the Basin provide $100,000 for Part 1 and nothing <br />at the state level at this time. They can then submit another application for the other parts at a <br />later time. Part 1 would help them satisfy health concerns. Leo large seconded the motion. <br />Mark Ragsdale suggested that we reduce the grant to $50,000. After further discussion, it was <br />determined there was consensus to provide $50,000 from this Roundtable. It was clear that a <br />discussion of our position on M&I requests is needed and will be on next meeting's agenda. <br />Application - La Plata Archuleta Water District <br />Dick Lunceford, President of the newly formed District, gave a brief history of the formation of <br />the district and the effort to bring water to east La Plata County. He introduced Patty Dressel, a <br />board member. The request for $100,000 will cover work necessary to initiate the <br />development of the water system, primarily to develop a Master Plan. Income from a mill levy <br />would not be available (if approved) until spring of 2010. Dick answered questions about the <br />project. <br />Mike provided guest Caryl Schmid time to express her opposition to the project. Her major <br />concerns were potential damage to agricultural land and the lack of support for the project, and <br />she asked the members to carefully consider funding this request.
