Dick clarified that the request for $100,000 would be for technical planning, engineering, and <br />legal work. <br />Mark Ragsdale wanted to continue the appropriateness of the project in light of our goals and <br />objectives. Would we support all other districts that may be formed in the future? John Porter <br />supported the request by saying that this is exactly what the SB179 money was intended for <br />and that not one cent would be wasted by supporting this request. It was pointed out that this <br />was one of the projects endorsed by SWSI 1. <br />Dick stated that there is no other effective, efficient option for obtaining water for this part of <br />the basin without the district. One opinion was that we need more info about damage to <br />agricultural land before making a decision. And we don't know if there is strong public support <br />for the project. It was stated that La Plata County Commissioners support rural water districts. <br />Fred Kroeger stated that the system can be designed to interfere with very little agricultural <br />land. Bruce moved to approve the request for $100,000. Fred Kroeger seconded the motion <br />and there was consensus. One minority opinion registered strong reservations about the <br />request because it was felt that this was ultimately harmful to agricultural land and would <br />contribute to sprawl. Mike will articulate that in his letter to the State. <br />Concept - Silverton: Molas Lake Dam and Molas Ditch <br />Steve Fearn distributed a proposal from Elyse Salazar from the Town of Silverton and briefed <br />the members on the project. He answered questions from the members. The money would be <br />used for a diversion structure. Again, there was discussion on the appropriateness of the <br />request. It was pointed out that this request would be a small portion of "cost sharing" toward <br />the entire project. Bruce added that in talking with Elyse Salazar, part of this was in regards to a <br />water court settlement with the Forest Service-there were costs that were not anticipated <br />when the Forest Service required a second structure.
