<br />the Federal administration change because the current Assistant <br />Secretary of the Army in place now is familiar with water storage issues. <br />. Tom asked Steve if it would be feasible to have this modification pulled <br />together by the time they go to Washington DC at the end of September. <br />Steve answered that it should come either from the COE Omaha office or <br />from the Cooperators with the COE support. If it comes from the <br />Cooperators then the September meeting would be a good time to do it. <br />The Cooperators can present the modification but it will have to be <br />submitted by the COE. Steve feels that it will be good to lay it out at that <br />meeting even if it is not formally submitted at that time. The official <br />request should probably come from Governor Ritter so that would take <br />some coordination. Dan McAuliffe (CWCB) added that it would be best to <br />get an electronic document out to Washington DC a couple of days before <br />the meeting so they have time to review it before the presentation. <br />. Eric said that Gene Sturm (COE) has been working on moving the <br />midpoint-of-construction number to a later date to provide a better <br />estimate. The current years used for Chatfield estimates, 1973-1976, <br />were during the oil embargo and construction costs were high. If they can <br />move the midpoint-of-construction number somewhere out of those years <br />it will decrease costs greatly. Rick added that they need Gene's numbers <br />to move forward on the updated cost of storage. <br /> <br />3f) Dam Safety and Seismic Review <br />. Tom moved ahead in the agenda to item 3f so that they could cover that <br />before he had to leave. Question from Tom to Steve: can you give any <br />updates related to the COE rating of Chatfield's dam integrity? Steve <br />answered that everyone is leaning the hard way that if a dam is classified <br />as a category 1, 2, or 3 that the COE is not going to be inclined to raise <br />conservation pools. The COE engineering staff is very strong on that. He <br />does not officially know what the Chatfield dam will be rated. Dan asked <br />Eric about the status of funds for the Dam Safety Study and wants to know <br />how the State can be helpful on moving this whole process along. Eric is <br />not sure when the category number will be released and added that he will <br />follow up on the funding question this week. <br />. Eric added that officials at Chatfield are waiting on the Cherry Creek <br />Reservoir ground motion study to be completed in order to come to an <br />agreement on Chatfield. That study is in draft form now. <br /> <br />. Kayla Eckert Uptmor (COE) arrived at the meeting at this point--she was <br />delayed at the airport. Kayla is the new Chief Planner for the COE Omaha <br />District. Because she is new to the Chatfield FR/EIS meetings another <br />round of introductions were made. <br /> <br />. Eric said that they will be waiting on results from the planned bore-hole <br />drilling and that officials are also still determining whether the intake <br />structure will be classified as critical or not.
