COE geotechnical officials think they can get all of the studies <br />done by the end of the Federal fiscal year. He added that there is a <br />stepwise course to the seismic work-one piece depends on the findings <br />of the other. Question from Rick to Eric: is it accurate to say that they <br />need to drill these bore holes in order to be scientifically sound on their <br />conclusions? Eric agreed. <br />. Rick asked if the COE has the money needed for the borings. Eric said <br />that all three borings totaled $20,000 and that that money would come <br />from the State's matching funds. Eric asked Kayla to find out if there is <br />any way to fund this out of the O&M funds for Chatfield instead of out of <br />the project costs. She replied that they have tried this before and it was <br />not successful but she will ask again. <br /> <br />3a) Water Quality Analysis and Contract Modification Status <br />. Eric said that the COE has received Tetra Tech's proposal for the Water <br />Quality Study and the contract modification will take place in the next few <br />weeks. The total funding for the study is around $25,000. <br /> <br />3b) Environmental Mitigation Plan <br />. Mary Powell (ERO Resources) reported that they had a conference call <br />with Cooperators and involved Agencies on the mitigation approach and <br />they presented the indices for the birds, wetlands and Preble's. They did <br />not have time to get into all the number-value details so they agreed to <br />meet again. They talked about the different weighting factors (connectivity <br />versus quality of land) and they are working on coming up with the <br />appropriate accounting system to use. <br />. Eric added that there will need to be a committee created to make sure <br />that the mitigation sites are maintained. <br />. Mary reported that August 28th will be the next meeting for the <br />quantification of the function indices. They will be looking at the baseline <br />over time and both benefits and degradation as development occurs. <br />They are looking at the Douglas County Master Plan to get a look at future <br />development. Eric said he thinks this mitigation plan exceeds COE <br />standards and believes that this is how mitigation should be done. He <br />added that this will be a good plan that the COE can use in the future. <br /> <br />. Tom left the meeting at this point. <br /> <br />. Eric reiterated to the Cooperators that the Mitigation Plan is currently a <br />preliminary draft and there will be time to comment on it. Kayla asked <br />when the Mitigation Plan should be done.
