<br />. Eric would like to see Chapter 4 comments back from the Cooperators in <br />two weeks. He reminded the Cooperators that some portions of Chapter 4 <br />will change when the incomplete studies (Water Quality, Recreation, <br />Environmental Mitigation, and Seismic) are pulled into the chapter. <br />. Chapter 4 does not contain all of the environmental mitigation strategies at <br />this point. It contains the acres needed to mitigate but not all of the model <br />results. The Conceptual Environmental Mitigation Plan will still be <br />included as an appendix to the FR-EIS. <br />. Eric to Pete Plage (US Fish and Wildlife Service): we want to get a good <br />review from the US Fish and Wildlife Service in the hope to get a feel for <br />how the Coordination Act Report will turn out. Pete responded that they <br />are just getting started on their review process now that the FR-EIS is <br />becoming more complete. <br />. Question from Katie Fendel (Leonard Rice Engineers for the City of <br />Brighton): Does the end of the Federal fiscal calendar affect the funding <br />from COE to Tetra Tech? Gary Drendel (Tetra Tech) answered that Tetra <br />Tech's period of performance is through the calendar year so it will not <br />affect funding. The Tetra Tech contract is fully funded now. <br />. Tom reminded the Cooperators to use the spreadsheet format for <br />submitting comments on Chapter 4. <br />. Rick McLoud (Centennial Water and Sanitation District) reported that the <br />Cooperators will be submitting their comments on Chapter 4 as a group <br />and they will have them complete by the first week in September. <br />. Question from Rick to Eric: If there is only $15,000 in COE funds left for <br />the rest of the year how are you going to proceed and is there anything <br />that the Cooperators can do to help? Eric said that he needs to work on <br />increasing the cost share agreement so that the State can give the COE <br />more funds. Rick commented that the small amount of Federal funds is a <br />huge threat to the continuation of this project. <br />. Eric said that in the near future he is hoping to see what to expect with the <br />Continuing Resolution but the $100,000 from the State is enough to keep <br />things moving. Tom added that they will have a chance to talk more about <br />the budget when they go to Washington DC in September. <br />. Steve Cone (COE) is currently working on an exception request for the <br />Cost of Storage estimate. His observation going back about two years at <br />Chatfield is that $30 to $35 million is charged for 20,000 acre feet of <br />Storage. Steve feels that this is not a very reliable estimate because <br />typically there is only around 0 to 8,000 acre feet of water available <br />depending on conditions. <br />. When Steve traveled to Omaha to meet with the COE, State of Colorado, <br />and Cooperators they concluded that they should charge for 40 to 41 <br />percent of the cost of the 20,000 acre feet. This modification should be <br />part of the AFB briefing. His concern is with the timing: if the AFB is held <br />in October he should pull out this exception request and get it submitted <br />sooner.
