<br />Chatfield Reallocation FRlEIS Study Meeting <br />Tetra Tech Conference Room, Lakewood, Colorado <br />Thursday, August 7, 2008: 9:00 am - 11 :30 am <br /> <br />1) Introductions and Welcome <br />. Tom Browning (Colorado Water Conservation Board (CWCB)) welcomed <br />meeting attendees and introduced out-of-state U.S. Army Corps of <br />Engineers (COE) guests Steve Cone and Russ Kaiser. <br />. Tom announced that he and several other attendees would have to leave <br />at 10:30 for a ceremony at the capitol. Eric Laux (COE) took over the <br />meeting at that point. <br /> <br />2) Project Schedule, Budget, and General Updates <br />. Eric informed the Cooperators that no progress has been made on the <br />Recreation Modification Study in the last couple of months. Eric and <br />Colorado State Park employees are meeting out at Chatfield later in the <br />day to try and make some decisions on how buildings are going to get <br />moved. If they cannot take care of the recreation modifications there <br />could be some conflicts with the National Park Service (NPS) Land and <br />Water Conservation Fund Act. <br />. Preparing the Conceptual Environmental Mitigation Plan is an ongoing <br />part of the schedule-it will probably be complete before the recreation <br />modifications. Eric is meeting with COE specialists to figure out how to <br />handle the newly implemented model-certification process. <br />. Eric is not sure if they can have the COE Alternative Formulation Board <br />(AFB) briefing with the outstanding recreation modification issues. He is <br />still hoping to schedule the AFB in October but at this point he is not sure <br />of the timing. <br />. Eric reported that the Corps' Chatfield budget currently has $15,000 <br />dollars in Federal funds and they just received $100,000 in matching funds <br />from the State to continue with the current activities. This funding will <br />cover Tetra Tech's work, the Fish and Wildlife study, and the Seismic <br />Study. The COE needs to drill three more boreholes at a cost of $20,000 <br />for the liquefaction portion of the Seismic Study. These funds will come <br />out of the $100,000 from the State. <br />. By the next meeting Eric is hoping that the schedule and budget will be <br />more clearly defined. <br />. The 2009 budget is undefined at this point-with the new administration <br />taking office in January Eric is not sure when funds will be appropriated. <br />. Cooperators received a draft of Chapter 4 yesterday. <br />. The COE has Chapter 5 back from Tetra Tech. Eric reminded the group <br />that, once budget estimates are complete, if the Least Cost Alternative is <br />less than the cost of the reallocation it is not a project killer-they will just <br />have to come up with justification for the reallocation.
