"Everything that was designed for <br />the 100-year flood of the past may become the 30-year flood of the future." If the region gets <br />hotter, water managers would also have to deal with delivering water for a longer growing <br />season. Mike thanked Dr. Vogel expressing appreciation for a systems approach to these <br />considerations, as rivers are systems. <br />5. Update - San Luis Valley Habitat Conservation Plan (HCP) - Bill Mangle, <br />ERO Resources, an environmental consulting firm. The purpose of the HCP is to <br />provide landowners and local jurisdictions with legal protection from "incidental take" of federally- <br />protected birds. HCP encourages voluntary riparian habitat conservation and management, an <br />effort initiated by the Rio Grande Water Conservation District in partnership with SLV counties <br />and the State. At a District Board meeting last month some legal issues were considered <br />regarding impacts on the southwestern willow flycatcher and other Fish and Wildlife species. The <br />RGWCD has worked with the USFWS to develop an HCP approach allowing individual <br />landowners to receive essentially Incidental Take Permit protections. It was noted, that <br />developers were not covered by the HCP. Bill explained a proposed solution: Develop local land <br />use ordinances, similar to weed ordinances, that provide sufficient legal authority without <br />burdening landowners and counties, again the permits would essentially transferred from <br />counties to individual land owners. ERO is working county by county to make this more workable, <br />with the objective of a 50 year plan. ERO's next steps: talk to Valleywide county commissioners; <br />develop draft ordinances for each county, with public comment prior to a completed HCP. <br />Discussion: Some questions regarding possible burden on counties - Steve Vandiver - clarified <br />that it worked similarly to the current weed control ordinances. <br />6. Non - Consumptive Use Committee - Status Report - Nicole Rowan, CDM. The <br />Nonconsumptive Use Committee (the Wetlands Focus Area Committee) met to discuss <br />recreational uses in the basin, including fishing and waterfowl hunting. They are currently <br />mapping these areas with the help of GIS/GPS. They will be meeting again in March to continue <br />identifying the recreational priorities in the Valley. "We are making good progress. We're also <br />considering flat water recreational uses." For more information: rowann@cdm.com. <br />Consumptive needs - Nicole Rowan also reported they will be working with the Consumptive <br />Use Committee, with some direction provided by the State, to project demands to 2050, <br />identifying and updating projects and processes. They will be updating the SWSI Report within <br />the next several months. Alan Davey's report on water levels has been finalized and this will be <br />very informative. <br />7. Report of IBCC Representatives - Ray Wright reported that the last meeting was <br />cancelled. Harris Sherman has given them a challenge to do some visioning; to ask if the State is <br />heading in the right direction with water policy, and if not, what changes need to be made. IBCC <br />is hoping to create a "think tank" atmosphere to address this challenge. The next meeting will be <br />March 7th. Ray will have more news after that. <br />8. Other Business - Members' Terms: Mike reminded us that when the Roundtable was <br />formed there were terms assigned to each of the Members so that future member terms would be <br />staggered. The following Members' three-year terms are now completed, so if these people <br />wish to continue serving on the Roundtable in the future they should state their intention <br />to do so and have their sponsor reappoint them: Jerry Gallegos (Costilla County); nominally <br />Page 2of3
