Introductions - Mike Gibson welcomed members of the general public. Eric Karlstrom of <br />the WaterWatch Alliance spoke briefly on the proposed drilling by Lexam Explorations in the Baca <br />National Wildlife Refuge. He announced a meeting on this same date to be held at 6 pm at the <br />Baca Grande property Owners Association in Crestone. He invited people to attend and urged <br />that public comments be submitted before the March 2 deadline. For more information: <br />http://WaterWatchAlliance.googlepages.com <br />2. Approval of Minutes from January 8, 2007. <br />Correction: At last meeting Rio de la Vista's summary presentation requested funding for the <br />"Rio Grande Initiative" of the Rio Grande Headwaters Land Trust. At that Meeting Rio requested <br />$1.3Million from the SB 179 Statewide Fund and $200,000 from the Rio Grande Basin fund. A <br />motion to accept this proposal was made by J.B. Alexander and seconded by Doug Shriver. <br />Motion that minutes, as corrected, be approved: J.B. Alexander; Seconded, Doug Shriver. <br />Unanimous approval of the Minutes of January 8, 2007. <br />3. Election of Officers & Reappointment of Members. Present officers are Chairman, <br />Mike Gibson; Vice Chairman, Doug Shriver; and Secretary, Rio de la Vista. Ray Wright <br />nominated Mike Gibson to be reappointed as Chairman, which was seconded by J.B. Alexander. <br />Vote: Unanimous approval, with applause for Mike. J.B. Alexander moved that present officers <br />be reappointed, and Cindy Medina seconded, so Doug Shriver will continue as Vice Chairman <br />and Rio de la Vista as Secretary. Vote: unanimous approval. <br />4. Presentation: Climate Change - Dr. Jason Vogel, <br />Stratus Consulting, Boulder. <br />Mike introduced Dr. Jason Vogel's talk on how global climate change will impact future water <br />supplies in the Rio Grande Basin. He urged us to start thinking about these issues and on ways <br />to prepare for or to mitigate the impacts of global warming. Dr. Vogel reviewed data indicating <br />that the world will continue to get hotter and that precipitation events will become stronger. <br />Although climate and precipitation models do not accurately predict local conditions, extrapolating <br />from larger models suggest rising temperatures may mean earlier snow melts and peak flows. <br />This will affect how water managers store and deliver water.
