RGBRT - 2112108
Joel Condren who filled in Steve McCormick's position (Recreation), Mike suggested we appoint
Joel for another term of 3 yrs.; John Shawcroft (Alamosa/La Jara Conservancy District) we will
need another letter from Alamosa/La Jara Irrigation District to reappoint him; Charles Spielman
(Rio Grande County Munis.) has been reappointed until 2008; and nominally Cindy Medina who
filled the slot of Arnie Valdez. Mike proposed it was not an appointed position, so he suggested
that we accept Cindy in that position for the next term. We still need to fill Rio Grande County.
Mike suggested that the City Manager of Alamosa should be coming, as it would be important for
well regulations, but he had declined as so had suggested Don Koskelin, Public Works Director.
We might also find a slot for Lou Entz, as we may have an At Large position open, assuming
Doug Shriver backfilled Ray Wright's appointment by Rio Grande County when Ray became the
Legislative Appointee.
9. Items for Next Meeting - We may have consideration of other requests for funding, with
a grant proposal possibly coming up next meeting. Ted Smith of Trinidad State Junior College
may discuss the use of water in the Valley for aquaculture and careers in that field.
Flooding: Ray Wright suggested we discuss flooding - update the public on where the snowpack
is headed. Mike Gibson - Reported that he had spoken with Pete McGee, Alamosa Emergency
Manager, about meeting with Mike Sullivan and Ruth Heidi so we could get some information in
the paper about the potential for flooding, as we're looking at potentially a big river this year.
Alamosa County is getting prepared, and have sand bags on hand, etc..
Discussion: Exposures of the railroad, the bridge. Ray reported that the waiting period for
applying for flood insurance is no long in effect and people can get it. Pete and Ruth are going to
get the word out.
Steve Vandiver - said we have 900,000 acre feet for the year on the Rio Grande and 500,000
acre feet on the Conejos, and that calls for emergency preparedness. If it snows more it will go
up. Charlie said we will have a flooding problem - can't get FEMA to give us a flooding map.
Mike Gibson said that CWCB is funding a new flood plain map for Rio Grande County and maybe
for Alamosa County.
Oil Exploration: asked whether the Roundtable has a position on oil exploration in
Valley to which Mike Gibson answered that the Roundtable is not taking a position, because the
NEPA process gives people an opportunity to discuss all sides of that issue. When Mike was
pressed to take a position,
Response: Steve Vandiver made a motion that the Roundtable not get involved and that we let
the existing processes that are outlined in the rules and statutes play out, and that the
Roundtable, at this time, should not get involved in the Baca controversy. Charlie Spielman
seconded the motion. It passed unanimously.
Meeting adjourned at 5:00 PM.
Next Meeting: March11, 2008 at Adams State College from 2:00 - 5:00 PM
Page 3of3
