SOUTH PLATTE DECISION SUPPORT SYSTEM (SPDSS): North Park IBCC Roundtable is <br />continuing to work with Jackson County and the CWCB on implementing a surface water model in the <br />basin. Participants have had several meetings with the SPDSS contractor to better define irrigated lands at <br />the farm or ranch level and sources of water that are used to irrigate lands. The people of Jackson County <br />are still enthused and are still actively participating in making this process a success. We have met with <br />the Stream and Lake Protection section staff on how this modeling effort can be used to help both Jackson <br />County and the staff better understand the hydrology of the basin; further meetings are anticipated. It is <br />expected that the work will be completed by December, 2008. <br />The SPDSS effort is moving forward with all existing contractors being under contract to complete the <br />final phase of their efforts. Alluvial groundwater modeling is moving forward into the calibration phase of <br />that effort, with a final calibrated alluvial groundwater model being done in early 2009. Future SPDSS <br />updates will continue to be posted in the SPDSS newsletter and announced on both the CWCB and CDSS <br />websites. Since the groundwater modeling is near completion, the State DSS team will begin to finalize <br />the surface water model scope of work and begin the advertising and selection process this fa1L (Ray <br />Alvarado) <br />PLATTE RIVER RECOVERY IMPLEMENTATION PROGRAM: The Platte River <br />Recovery Implementation Program continues to make incremental progress and the next Governance <br />Committee meeting is set for Kearney, Nebraska on October 7-8, 2008. The G.C. held the August <br />meeting in Scottsbluff, Nebraska. Currently there is one outstanding Request for Proposals ("RFP") <br />regarding Geomorphology and Vegetation monitoring. (Ted Kowalski) <br />SOUTH PLATTE O&M IN PROGRESS: Pursuant to the agreements between the U.S. Army <br />Corps of Engineers (Corps) and the CWCB, the CWCB owns land along the South Platte River and <br />operates and maintains what is considered a flood control reach of the South Platte River. This reach is <br />from Coal Mine Avenue to Oxford Avenue in Littleton, Sheridan, and Englewood. The reach was <br />straightened and armored with rock to accommodate high flood flow releases from Chatfield. Years of <br />annual inspections have named the Project "minimally <br />acceptable". The Omaha District Flood Readiness <br />Branch of the Corps oversees the project and is <br />requiring all vegetation in the river channel (defined as <br />top of slope down to the water surface) be removed by <br />2010 or the project will be rated as "unacceptable". <br />This rating could take the Project out of the public flood <br />eligibility assistance program and could impact local <br />floodplain maps, which could result in undesirable <br />floodplain management and insurance ramifications. Using UDFCD contractors a total of $1 OOK of combined funding was spent in 2007 and <br />2008 removing vegetation on sandbars and cleaning culverts. The primary remaining task is removing <br />vegetation along the banks that could impact the 100-year flood event The CWCB will work on this task <br />using contractors without any UDFCD assistance.
