(Eric Hecox) <br />COLORADO RIVER BASIN SALINITY CONTROL PROGRAM: Staff has been working <br />with other members of the Advisory Council on a draft report to Congress describing implementation of <br />the Basin States Program as required by the authorization in the new 2008 Farm Bill This new aspect of <br />the Salinity Control Program will replace the old "Parallel Program" which had operated in a less formal <br />manner for the States to meet their cost-share obligations on the program using the Upper and Lower <br />Colorado River Basin Development Funds. The old program has been delivered in Colorado by the <br />Colorado State Conservation Board within the Colorado Dept. of Agriculture for approximately 10 years <br />and has been extremely popular with local entities. <br />The draft report proposes that the new Basin States Program continue to use that method for program <br />delivery. We are also continuing to work through the Forum and Work Group to implement a new pilot <br />incentive program in the Plateau Creek area of Colorado. USBR's has begun discussions with USGS <br />concerning further hydrogeology studies in the Paradox area where a brine disposal project located along <br />the Dolores River near Bedrock is undergoing further review. Final adoption the 2008 Triennial Review <br />will occur at the Forum's fa112008 meeting Oct. 28-30 in San Diego, after which the Colorado Water <br />Quality Control Commission will hold a hearing and also adopt the 2008 Review. The draft review report <br />may be viewed and downloaded at the Forum's website: www.ColoradoRiverSalinity.org. (Steve Miller) <br />NPLATTE RIVER BASINN <br />BOXELDER CREEK ALLIANCE UPDATE: The Boxelder Creek Alliance (Alliance), a <br />fledgling entity in the Boxelder Creek Basin of Larimer County, continues to move forward. The <br />Alliance was formed to address the known flooding issues within the Boxelder Creek watershed at a <br />basin-wide level in a cooperative program that includes each of the affected jurisdictions. These <br />jurisdictions include Larimer County, the Town of Wellington, and the City of Fort Collins. <br />The Town of Wellington and Larimer County have already signed the Intergovernmental Agreement, and <br />the City of Fort Collins agreed to sign the agreement at a City Council meeting on August 19th. With a <br />signed IGA, the next step for the Alliance is to select a Board of Directors and consider hiring an <br />Executive Director for day to day operations. It is anticipated that the Alliance will begin collecting <br />storm water fees for residents sometime in 2008 according to a rate study already conducted by the <br />Alliance. The Alliance's first big project will be the expansion of Clark Reservoir, which will include a <br />new flood storage pool. This project, which has already been designed and is awaiting final funding <br />allocation was selected fora $3 million grant by FEMA as part of its Pre-Disaster Mitigation grant <br />program.
