It is the engineer's responsibility to observe the progress and quality of the <br />construction to determine whether the construction is proceeding in accordance with <br /> the approved plans and specifications. The engineer shall endeavor to prevent defects <br /> and deficiencies in the construction of the dam and appurtenant structures, and shall <br /> disapprove or reject work failing to conform to the approved plans and specifications. <br /> To assure independent review and proper quality assurance, in cases where the <br /> engineer has a contractual relationship with the general construction contractor to <br />' provide engineering services, the owner shall provide an independent, third-party <br /> engineer to perform the engineering quality assurance observations. <br /> 9.1.5 Construction Records -The engineer shall maintain a record of construction <br /> that, as a minimum, shall include: daily activity and progress reports; all test results <br /> pertaining to construction; photographs sufficient to provide a record of foundation <br /> conditions and various stages of the construction through completion; all geologic <br /> information obtained; and construction problems and remedies. <br />' 9 <br />6 <br /> .1. <br />Progress Report - A construction progress report summarizing the contents of <br /> Rule 9.1.5 shalt be submitted to the State Engineer every 30 days or more frequently <br />' if directed by the State Engineer. A summary report of all the items in Rule 9.1.5 <br /> shall be submitted at the end of construction in accordance with Rule 10. <br />' 9.1.7 Notice for Inspection -The engineer shall give the State Engineer at least five <br />days advance notice of initial materials placement on the dam's foundation, in the <br />cutoff trench, outlet backfill, outlet foundation and any appurtenance requested by the <br />' State Engineer in the approval of the plan for construction observation, to allow for <br />observation by the State Engineer. <br />' 9.1.8 Change Order -When unforeseen site conditions or material availability <br /> require that the construction work differ significantly from the approved plans and <br /> specifications, achange order, including details, must be provided by the engineer to <br />' the State Engineer. No change shall be executed until approved by the State <br /> Engineer. Major changes must be submitted in writing with supporting <br /> documentation, and approved in writing by the State Engineer.
