<br /> <br /> <br /> <br />Rule 9. Construction of Jurisdictional Size Dams: <br />9.1 High and Significant Hazard Dams -For all High and Significant Hazard dams, <br />the owner shall provide an engineer experienced in dam design and construction, who <br />shall be responsible for the following: <br /> 9.1.1 Plan for Construction Observation -Not less than 30 days prior to <br /> construction, the engineer must submit to the State Engineer a general plan for <br /> construction observation. The construction observation plan shall include: <br />' 9.1.1.1 The date of the start of construction; <br /> 9.1.1.2 Names and qualifications of the engineer and staff to be used on the <br /> project; <br /> 9.1.1.3 A construction observation schedule for the engineer and staff; <br /> <br /> 9.1.1.4 For dams on rock foundations, a schedule for observations of the <br /> foundation by a geologist, or engineering geologist; <br /> <br /> 9.1.1.5 A schedule for inspection of the gate installation by the gate manufacturer <br /> or its representative unless waived by the State Engineer; <br /> <br /> 9.1.1.6 Identification of the firm that will conduct the construction material tests <br /> in the field and in the laboratory; and <br />' <br /> 9.1.1.7 A schedule of the construction material tests. <br />' 9.1.2 Approval -Within ten working days of receipt, the State Engineer shall <br />provide written comments and approval, or conditions for approval of the <br />construction observation plan. Construction shall not commence without approval of <br />' the observation plan by the State Engineer. <br /> 9.1.3 Pre-Construction Meeting -Subsequent to submitting the construction <br />1 observation plan, but no later than two weeks prior to commencement of construction, <br /> a meeting shall be held between the engineer, dam owner, State Engineer and the <br /> <br />' general contractor. The general contractor shall develop and thoroughly explain its <br />construction control plan along with any anticipated construction difficulties. During <br /> this meeting, the means used to divert and care for the stream during construction will <br />' be identified by the contractor; and if reasonable, the plan will be approved by the <br />State Engineer. The name of the contractors and any principals in charge shall be <br /> furnished to the State Engineer at the meeting. Project communication protocol <br /> between the owner, engineer and the State Engineer shall be established at the pre- <br />' construction meeting. <br /> <br /> <br />
