The entire ?P <br />process, per the schedule of the facilitator and the permitting process, is scheduled to be completed by <br />December X049. <br />?} The HwNIP applicants, including Fort Collins, Greeley, soldier canyon Filter Plant, and the North <br />Poudre Irrigation ?on?pany, have combined expertise m constructing and managing water supply projects. <br />The partners in this proposal, including The Nature ?onservar?cy STN}, Colorado state University ?TN??, <br />and private consulting hydrologists ?A11? Furth ? Environmental} are renowned as for their technical <br />expertise and global conservation efforts. <br />g} The grant applicants are providing significant matching funds to this project - a total of X71,109 in <br />matching ar?d in-kind funds. Of that, the >"IwNIP project applicants are providing $112?,G38; TNT is <br />providing ??4,?2?; ? 1s provld?ng $x,144; Bill werick and the western states Watershed study is <br />providing ? ? 1 J,OOO in cash match and donated inRkind services for facilitation and model oversight. <br />h} This is a precedent setting opportunity. Full and successful participation requires corriplete partner <br />collaboration, rewires a signif icant time commitment and is based upon credible expertise to develop the <br />?P process foal-the SAP model Ultimately, an investment in ?P, will save time and money because it <br />will result in an improved, more widely accepted and encompassing analysis process for al future proposed <br />water projects in the United tates? <br />Meeting water Mana?einent ?a1s and. 0?? ectives and fdentified water Needs <br />i} This water activity will help to implement an Identified Project and Process from wI I and II and will <br />address both consumptive and non-consumptive needs on the Northern front range and in the Poudre River <br />watershed. Because this is a unique approach to project permitting that the pities have agreed voluntarily <br />to undertake, it 15 not fully funded from other sources, and the funding from the water supply Reserve <br />Account wi11 be integral to full participation and successful completion of the effort. <br />j? This water activity meets at least S of 9 water management ob?ect?ves. rt will sustainably meet municipal <br />and industrial derna?ads of Fort Collins, Greeley, and other project participants. It will meet agricultural <br />demands of the North Poudre irrigation company. Through '?P, it will optimise existing and future water <br />supplies for both consumptive and non-consumptive needs Zt will enhance recreation opportunities at the <br />Phantom anyo?n preserve although these are not fully accessible to the public at all tunes of the year}. rt <br />will enhance the riverine environment of the North Fork of the Poudre River and TNT's Phantom anyor? <br />preserve. Zt will promote acost-effective approach to consumptive and nonRconsumptive needs and to <br />project permitting, by optirni?ing resources and avoiding costly fights over the project permit. By its very <br />nature, it will provide for operational flexibility in meeting a range of water supply needs. And, if the <br />process succeeds as designed, it will culminate in a water supply permit that will comply with applicable <br />laws. This activity will help to implement an Identified Pro jest and Process and will help to meet the wI <br />identified gap for the youth Platte basin, by far the largest gap identified by I in the state of alarado. <br />k} This water activity will promote the efficient and optimal use of water resources to meet both consumptive <br />and non-consurr?ptive needs. however, it will not directly address conservation and efficiency of the <br />munic?palit?es; the pities maintain their own conservation plans through their water supply master plans. <br />1} The pities have submitted conservation plans to the Mate for approval and are implementing the plans with <br />multiple water conservation programs. <br />m} If successful, thzs water activity will rnakc new water available for both consumptive and non-consumptive <br />uses. <br />n} The water activity involves reoperation, enlargement, and rehabilitation of e?xstxng facilities at the Halligan <br />and seaman Reservoirs on the North Fork of the Poudre. <br />
