At a n?lnlmum, the description must include floe level of agreerr?ent <br />reached by the roundtable, including any minority opinions} if there was not general agreement for <br />the activity, The description must also include reasons why general agreement was not reached cif it <br />was not?? including who opposed the activity and why they opposed it. Note- If this information is <br />included in the letter from the roundtable chair simply reference that letter. <br />This project wi11 be reviewed by the South Platte basin Roundtable on July 8th, <br />4. The water activity meets the provisions of Section ???75-I?4?2}, Colorado Revised Statutes. The <br />requirementsllanguagefiom the statute is provided in Part 3 of the Criteria and Guidelines. <br />The HwNIP was identified in SwSI I and R as an `Identified Project and Process,' By its nature, the SAP process <br />wi11 address bath consumptive and non-consumptive needs, and will seek input from local governments, water <br />providers, and a diverse collection of interested stakeholders, If this project is successful, it will culminate in a <br />project that meets bath consumptive and non?conumptive needs and will therefore be consistent with the provisions <br />of the statute, <br />, Fvr Applications that include a request for funds from the Statewide Account, describe how the water <br />activity meets the Evaluation Criteria, See Part of Criteria and Guidelines, <br />Promoting Collabara?i_?n and?oo^ ?pera?ion: <br />a} This activity addresses multiple needs or issues, including both consumptive and non-consumptive needs <br />and the needs of multiple interests including water users and conservationists. The '?P process is designed <br />to allow stakeholders to determine the optimal management regime to achieve non-consumptive needs in <br />the North Fork and ?nainstern of the Poudre River while providing water supplies to the HSwMI' <br />applicants, and the communities they serve in the region. <br />b} The HSw1VII' applicants and representatives of the conservation community and technical experts The <br />Nature Conservancy, Trout Unlimited and Colorado State University} are partnering to jointly submit this <br />pia ject as collaborators in the ?P process and development of that process' main foal-the S'?P model. <br />Facilitating Water Activity Implementation <br />-- <br />c} SVF is likely to result in a mare successful and widelyWsupported permit application for the HSwNfP <br />applicants. Funding will allow broad, informed, and credible participation in this process and will therefore <br />result in a proposed preferred project that provides for both consumptive and non-consumptive needs. The <br />CGE supports the SAP process because it recognises the track record of failing to successfully complete <br />Section 4D4 permitting and consequently the CGE also recognizes the need to develop a more adaptive and <br />collaborative process that results in successfully permitted projects that are supportive by communities <br />because they consider and provide water for diverse conarnunity interests-both consurr?ptive and non- <br />consumptive in nature. <br />d} The HSw1VIP applicants and the CAE are currently preparing the ?FIS for the project, The S?F process <br />needs to be completed in timely manner such that the results of the S'?P process and model can be <br />incorporated by the HSwIP applicants Into the EIS process via the applicants' preferred project. <br />e} Given the schedule for the EIS and the progress to date in SAP process, the modeling portion of the SAP <br />5
