Acca?r?t -- xnt App?icat?o? ?'?rn? <br />Firm Revised May 2UU7 <br />The water Activity Addresses Issues of Statewide value <br />?} The water activity will help sustain agriculture in the North Poudre Irrigation Company, and it will a?law <br />the Cities to avoid additional agricultural dry-up to meet growing demands. This water activity will also <br />meet environmental and recreational needs by irnpra?ing flows and e natural environment of the North <br />Fork of the Paudre. <br />p} This water activity will not directly assist in compact compliance, but it will ensure floe maximum <br />utilization of the waters of the South Platte in Colorado for both consumptive and non-consumptive needs <br />q} This water activity will not assist in the recovery of threatened ar endangered wildlife. However, it will <br />assist in the enhancement of a TNC-identified priority conservation area in the North Fork of the Paudre, <br />which includes Preble's Meadow Jumping Mouse habitat; hence, the SAP project and associated protection <br />efforts can provide mitigation for impacts to Prehle's. <br />r} The water activity will provide a high level of benefit to Colorado in relation to the amount of funds <br />requested. The SAP planning process will assist in the implementation of an ldentifled Praj ect and Process <br />to address the large identified gap in the youth Platte flasin. In addition, the ' planning process is a <br />unique and promising approach to Corps of Engineers permitting for water supply projects; ifthis process <br />succeeds, it will serve as a model far other water supply projects as they approach permitting in Colorado <br />and the'estern United states. The CCE itselfsees this project as pra?nising model for permitting. <br />s} Thxs activity assists m the nnplernentatlon of GCB's mission, namely the protection and development of <br />Colorado's waters. <br />t} This water activity helps to support Colorado's economic vitality, The consumptive water supply will be <br />used to provide for communities and businesses in the graving Nartlierri front range of Colorado, including <br />the booming municipalities of Greeley and Fart Collins. In addition, by sustaining the natural enviranrnent <br />of the Poudre River watershed, it will enhance the natural amenities that our citizens and communities <br />prize. <br />4. Please provide an overviev? of the water project ar activity to be funded including - type of activity, statement <br />of what the activity xs intended to accomplish, the need for the activity, the problems and opportunities to be <br />addressed, e?pectat?ans of the participants, why the activity is irripartant, the service area ar geographic location, <br />and any relevant issues etc, Please include any relevant TABGR issues that may affect the Contracting Entity, <br />Please refer to Part ? of Criteria and Guidance document for additional detail on information to include, <br />Shared'?ision Planning ?S?P} uses traditional CGE planning principles but modifies them to include earlier and <br />mare intensive collaboration with a wide variety of stakeholders to; <br />• Build a team and identify problems with stakeholders, decision-makers, and experts, <br />Develop objectives metrics for evaluation that may differ from national objectives and metrics <br />• Describe and agree upon the status quo using a collaboratively built model <br />• Collaboratively formulate alternative reservoir operations using the model <br />• Collaboratively evaluate alternatives and identify tradeoffs using the model <br />• Develop team recommendations <br />• Implement and institutianalizefhe team's recon?rnerided plan <br />• Exercise and update the plan, <br />This SAP effort is proposed to improve stream flows in the North Fork and ?nainstem of Cache l Paudre River <br />above the confluence with the North Fark. The SVP work is related to the ongoing review of two Section 4?4 <br />permits to expand storage at two existing reservoirs an the Nart?i Fork to provide the water supply needed for <br />7
