COStS. <br />• Helps to offset many human impacts on the Rio Grande, particularly those <br />relating to unrestricted grazing practices <br />• Repairs and enhances deteriorated riparian conditions, restores stream bank <br />stability, and mitigates the effects and causes of a significantly modified river <br />system. <br />• Avoids furtherdeterioration in the channel <br />• Supports Rio Grande's Basin and interbasin cooperation and improves the <br />ability of Colorado to fulfill its commitments underthe Rio Grande Compact by <br />facilitating passage of mandated waters under the Rio Grande Compact. <br />b. The number and types of entities represented in the application and the degree to which the <br />activity will promote cooperation and collaboration among traditional consumptive water <br />interests and/or non-consumptive interests, and, if applicable, the degree to which the water <br />activity is effective in addressing intrabasin or interbasin needs or issues. <br />• Twelve miles of river frontage will be restored, involving a minimum of five land <br />owners in the continued implementation of the 2001 Study's <br />recommendations. <br />• The following mix of stakeholders demonstrates a high level of cooperation <br />and collaboration among traditional consumptive water interests and non- <br />consumptiveinterests: Mosca Hooper Conservation District; San Luis Valley <br />Water Conservancy District; Natural Resources Conservation Service (MRCS); <br />Colorado Division of Wildlife; San Luis Valley Wetlands Focus Committee; US <br />Fish and Wildlife Service (USFWS); US Army Corps of Engineers (COE); San <br />Luis Valley GIS/GPS Authority; Rio Grande Water Conservation District; and <br />the Colorado Division of Water Resources, Division Engineer. <br />• Public information and outreach will be provided by public meetings, radio <br />interviews, and presentations to specific groups, including the SLV Wetlands <br />Area Focus Committee, Rio Grande Interbasin Roundtable, Quarterly Board <br />Meetings of the Rio Grande Water Conservancy District and Board Meetings <br />of the San Luis Valley Water Conservancy District. In addition, public <br />awareness and community education efforts will specifically target landowners <br />with river bank properties. Authoritative support has been gathered through <br />letters of endorsement from various agencies and organizations and from all <br />affected county and municipal governments, water users and other interested <br />stakeholders. <br />Facilitating Water Activity Implementation <br />c. How funding will reduce uncertainty that water activity will be implemented. <br />• The 2001 Study identified specific problems associated with the function of the <br />river and made recommendations for their mitigation. Funding for this Project can <br />only be obtained through third parties, first because the cost of implementing <br />these mitigating measures is high, and second because ownership of the specific <br />reach of the Rio Grande addressed by this Project is only by private and municipal <br />entities. <br />• The Foundation simply does not have the resources to fund a project of this <br />magnitude.
