4. The water activity meets the provisions of Section 37-75-104(2), Colorado Revised <br />Statutes. The requirements/language from the statute is provided in Part 3 of the <br />Criteria and Guidelines. <br />• This water activity meets the provisions of Section 37-75-104 (2} (c}, C.R.S. in <br />that the Foundation, supported by the participants and stakeholders of the <br />RGHRP, is the lead project sponsor. Other entities that will provide input and <br />assistance are the: Mosca Hooper Conservation District; San Luis Valley Water <br />Conservancy District; Natural Resources Conservation Service (NRCS); <br />Colorado Division of Wildlife (to provide information on the aquatic habitat <br />health); San Luis Valley Wetlands Focus Committee; US Fish and Wildlife <br />Service (USFWS); US Army Corps of Engineers (USCOE) to provide 404 <br />permits and other guidance; San Luis Valley GISIGPS Authority to provide GIS <br />support; and Rio Grande Water Conservation District. The Colorado Division of <br />Water Resources' Division Engineer supports the Project as it relates to Rio <br />Grande Compact issues. Each landowner participating in the Project will be <br />required to execute a contract with the Foundation. If necessary, the contracts <br />will spread out the cost share in a given phase over 3 years. The Foundation <br />will develop the contracts with a third party engineering firm and with <br />construction contractor(s) and will workwith the landowners and the entities <br />listed above to keep all interested stakeholders informed of the Project's <br />implementation. <br />• Local support comes from the entities listed above. Landowners have <br />expressed interest in participating in this project and in riparian restoration. As <br />of the date of this submission, five (5) sites have been selected for mitigation. <br />Support letters have been solicited from various agencies and organizations. <br />All local affected county and municipal governments, water users, and other <br />interested stakeholders are being kept informed through an education and <br />outreach initiative of the overall Project. <br />3. For Applications that include a request for funds from the Statewide Account, describe <br />how the water activity meets the Evaluation Criteria. See Part 3 of Criteria and <br />Guidelines. <br />EVALUATION CRITERIA- Part 3 <br />Promoting Collaboration and Cooperation <br />a. The water activity addresses multiple needs or issues, including consumptive and/or non- <br />consumptive needs, or the needs and issues of multiple interests or multiple basins: <br />• Promotes improved water quality in non-consumptive uses, particularly in the <br />downstream riparian habitat conservation focus areas, through re- <br />establishment of riparian species along the river corridor. Improves fishery <br />conditions by improving waterqualitythrough the reduction of sediment loading. <br />• Helps meet the consumptive needs of agricultural irrigation water by reducing <br />sediment loading <br />• Facilitates the diversion of irrigation water by overcoming sand bar obstructions <br />• Avoids damage to diversion and irrigation structures, and reduces maintenance
