Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br />This project addresses a previously assessed need. That is, to come into compliance with State Regulations <br />regarding the Sole Source requirement for potable water. That is, to ensure that the entire comrnumty receives <br />the same quality of potable water, and that the water meets State Drniking Water Standards. <br />The proposed activity meets the following water management objectives identified in the Statewide Water Supply <br />Initiative (SWSI): <br />1. The development of the proposed North Springs will provide Fowler with in alternate, clean, raw water <br />source for the potable water needs. This, in combination with the proposed `Baclffeed" line, will give them the <br />option of blending several sources, and allow flexibility of operation. <br />2. The water quality shall improve, as the Selenium levels shall be brought within State limits. <br />3. Shall promote cost effectiveness by avoidnig fines for non-compliance. <br />4. Shall promote operational flexibility by allowing the Town's Operator to blend various sources, to achieve <br />optur um water quality in the system. <br />5. Bring the system into compliance with all State regulations. <br />The Town of Fowler already operates a dual water system ("hard" non-potable and "soft" potable). Due to this, <br />the treated water is not wasted on lawn irrigation. The dual system is the reason for a relatively low demand on <br />the potable system. Enhatici the water quality of the potable water system, will allow the Town to continue to <br />operate the dual system. <br />There is no Conservation Plan in plan iii place at the present time. However, during previous div periods, a <br />voluntan- reduction in the use of non-potable, irrigation water is unplemented. It should be noted, from the <br />previous statement, that the impact of a -dry- year, or protracted drout, does not adversly_ affect the potable <br />water system, as it is a separate system, <br />The proposed activity will make higher quality raw water available to all of the Town's customers. <br />The Water Activitv Addresses Issues of Statewide Value <br />This project is intended to meet the maxiinuin containment level of selenium, for coinrntuuty water svstems. <br />4. Please provide an overview of the water project or activity to be funded including - type of activity, statement of <br />what the activity is intended to accomplish, the need for the activity, the problems and opportunities to be addressed, <br />expectations of the participants, why the activity is important, the service area or geographic location, and any relevant <br />issues etc. Please include anv relevant TABOR issues that may affect the Contracting Entity-. Please refer to Part 2 of <br />Criteria and Guidance document for additional detail on information to include. <br />The need for the project is based on water quality.
