The description must also include reasons why general agreement was not reached (if it <br />was not), including who opposed the activity and why they opposed it. Note- If this information is <br />included in the letter from the roundtable chair sunply reference that letter. <br />We are tentatively scheduled for the March, 2008 Arkansas BRT Needs Assessment Committee <br />Meeting. <br />4. The water activity meets the provisions of Section 37-75-104(2). Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br />For Applications that include a request for funds from the Statewide Account, describe hovv the water activity <br />meets the Evaluation Criteria. See Part 3 of Criteria and Guidelines. <br />Collaboration and <br />In order to bring the selenium levels into compliance, from the North Springs, an alternate raw -kvater <br />source from the North Springs shall be necessary. The Town already has an agreement in place, to <br />develop the springs, north of Town. Preliminary testing data has shown that the Selenium levels are much <br />lower than the springs that the Town currently utilizes. <br />Facilitating Water Activity Implementation: <br />The total projected cost of the project is $750,000. The request of $750,000 would be applied to all phases of <br />the project including, the gathering of field data, the design and preparation of the contract documents, bidding, <br />construction and contract administration. <br />Presently, FoNvler is operating the Potable Water System under a Compliance Advisory, from the Colorado <br />Department of Public Health and Environment, due to slightly elevated Selenium levels. The histon- of the raw <br />water source (North Springs) is that the Selenium levels have increased, over tune. That is, the selenium levels <br />have increased with time and use. Also, in general, the water quality i nproves as the sources move to the west. <br />It is only a matter of time, if nothuig is done, before Fowler Nvill be under an enforcement order. The Town <br />would like to address this problem prior to an enforcement order being issued. <br />Fowler has performed several Improvement projects of this nature. One example is `` The Construction of <br />Sanitan- and Water Services to the West Labor Colony Camp in Fowler, Colorado, August, 2004. This <br />project was funded through Tri-County Housi , and involved the installation of approximately 2,600 lineal feet <br />- 11,19 <br />of water main, and approximately 2,000 lineal feet of sanitary- server main. The project goal ivas to provide <br />potable Nvater and sanitary server service to a small group of people who were on private wells and septic <br />systems. The project was completed, tested and accepted by the Town in October, 2005. The project was <br />completed, under budget and on time. <br />Fowler shall provide matching funds in the amount of $47,000. <br />The TOR 11 has already contracted for a PER a copy of which is attached. <br />Meeting Water Management Goals and Objectives and Identified Water Needs <br />6
