Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br />What is the purpose of this grant application? <br />2. Describe how the water activity meets these Threshold Criteria. <br />1. The water activity meets the eligibility requirements outlined in Part 2 of the Criteria and Guidelines. <br />The project is eligible as a Structural Water Project. The To'kvn of Fowler is eligible as a Public <br />(Government) Municipality. <br />2. The water activity is consistent with Section 37-75-102 Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br />Fowler is currently- operating under CWPDA's Arkansas River Replacement Plan to replace its out of <br />priority depletions. The Town has seven more years under this plan before it must develop its own <br />Augmentation Plan and have it adjudicated in the Water Court. <br />There are two principal sources for the Town's replacement water, The Oxford Farmers Ditch Shares <br />and Frying Pan Arkansas Project Water. The Town controls 8.6 shares of the Oxford and has 481.29 <br />acre feet of Project Water stored in Pueblo Reservoir. To date, Fowler has never had a problem <br />meeting its replacement obligations of about 475 ac.-ft./year. <br />3. The water activity underwent an evaluation and approval process and was approved by the Basin <br />Roundtable (BRT) and the application includes a description of the results of the BRTs evaluation <br />and approval of the activity. At a minimum, the description must include the level of agreement <br />reached by the roundtable, including any minority opinion(s) if there was not general agreement for
