Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br />potable water system, by the "North" Springs, and "Hammond" Springs. The water from the "North" Springs <br />is clorinated at the source, and piped to a series of storage tanks, located in the center of Fowler. The water <br />from the "Hammond" Springs is also chlorinated at the source, and is deliverd to the same storage facilities. <br />Presently, the potable water distribution system is configured such that there are 39 users who are served directly <br />from the main deliver-- line from the North Springs. Twenty Four of the users are tapped directly into the <br />existing 8-inch diameter main, and are generally located along Highway 96. hi addition, there are 15 users <br />located on County Road LL.5, who are served by a main which taps directly into the 8-inch main. These 39 taps <br />receive chlorinated potable water from the North Springs and the existing Clnlorine House. However, these 39 <br />taps do not receive blended water from the potable water storage tanks, in town. Currently, there is no method to <br />serve these customers, other than directly from the North Springs. <br />In addition to the "Backfeed" line, this portion of the overall proposal under Water Resource Development, <br />looks at the long term needs of the Town. The existing storage tank in town provide a total of 625,000 <br />gallons of potable water storage, in two existing storage tanks. This represents approximately 7 days of <br />potable water storage, at average usage rates. The development of the North Springs will provide a <br />sustainable clean raw water source, and will allow the discontinuance of the existing North Springs, which <br />are the source of high levels of selenium. <br />Please summarize the proposed scope of work. Please refer to Part 2 of the Criteria and Guidance document for <br />detailed requirements. On the following page there is an example format for the Scope of Work. You can use <br />the example format or your oval forinat, provided that comparable information is included. <br />The scope of work should outline by task how the water activity- will be accomplished. It is important that the <br />scope of work detail the specific steps, activities/procedures that will be followed to accomplish the water activity <br />and the specific products/deliverables that will be accomplished. The scope of work should include but not be <br />limited to: task description, key personnel, budget, schedule and deliverables and the final report/project <br />documentation upon completion of the water activity. <br />L Task 1 <br />Description of Task: To develop 5 new springs (wells), located west of the existing North Springs, in order to provide a <br />cleaner raw water source for the entire To-,vn. <br />Method or Procedure to be followed to accomplish the task and identifv who will undertake the task: First the Preliminary <br />Engineermg Report (PER) shall be completed by Young Technology- Group (YTG)(Engineer). Secondly, submit the <br />PER with funding application to the various funding agencies (Town of Fowler). Thirdly, procure funding (Town of <br />Fowler). Fourth commence field surveying operations (Brundridge Land Surveying, Inc.). Fifth, commence Design <br />Phase(YTG). Sixth, obtain approval of plans and contract documents by Funding Agency(YTG). Seventh, let project for <br />bid (YTG/Fowler). Eighth, Award contract to lowest responsible, eligible Bidder(Foivler). Ninth, quality control and <br />project oversight (YTG). Lastly, final inspection, acceptance and payment to Contractor, less retainage and kvarranty <br />(YTG/Foivler). <br />8
