Kathleen Curry - We have an obligation to educate the land use providers and municipalities about
these issues. They are always pushed to increase their revenue stream, we don't need to tell them
what to do but help them make better decisions.
Rod Kuharich - We may not have the right people at the table to talk about land use decisions -
may need to include county commissioners and others.
Eric Wilkinson - A lot of these goals have evolved over time and are comfort goals. The goals
listed such as comply with all regulations are needed if this process is going to fly within the
roundtables. Some of these goals and objectives date back to SWSI and have evolved over time.
Kathleen Curry - I am not comfortable with the language "The current approach to water supply
will not lead to a desirable fiiture for Colorado". What we have is a willing buyer willing seller
system. Profitability for producers needs to be maintained. The status quo isn't all so bad for where
I live. Did you make a conscious decision that the market driven system is not okay?
Wayne Vanderschuere - We need to keep the urgency and immediacy in the first bullets of the
preamble.
Peter Nichols - The preamble should include some positive statements about the future.
Eric Wilkinson - We owe it to Colorado to look at the future. Colorado owes it to future generations
to examine, plan for, and provide for our water supply future. The preamble needs to have some
positive statements.
Bill Trampe - We need to talk about a decline in supply - this needs to be addressed in the
preamble.
The Vision Goals were revised after the meeting and sent to IBCC members and Basin Roundtable
Chairs for review. The Vision Goals for review are as follows:
• S'ustainably meet municipal and industrial demands
• Sustainably meet agricultmral demands
• S'ustainably meet Colorado's environment and recreation demands
• Encourage cooperation ben reen ij,ater supply planners and land use planners
• Encourage more cooperation among all Colorado ijwer users
• Optimize existing and future water supplies by:
Minimizing non-beneficial consumptive use (evaporation, non-native phreatophytes, etc.)
Maximizing successive uses of legally reusable crater
Maximizing use of existing and neir in-basin supplies
• Promote cost-effectiveness bv:
Allocating costs to all beneficiaries fairly
Achievitug benefits at the Ioii, est cost
Providing viable financing mechanisms, including local, state, and federal
funding financing
Mitigating third I)arty economic impacts
• Minimize the net enerw used to suupply water, including both the energy used and or
generated frith raw crater deliveiv, and the energy used for treatment
