The IBCC then discussed the preamble language that would accompany the vision. Following were <br />comments on the draft preamble that was developed during the first break of the meeting: <br />Eric Kuhn - The risk of a declining resource is not included in the Preamble. I don't want to <br />wordsmith but I think it should be included as a challenge. The point I'm making is that what is <br />coming out of recent report needs to be included (i.e. Synthesis report from CU). <br />Jay Winner - We need to focus on the strategies to achieve the vision <br />T. Wright Dickinson - The sentence with the word desirable needs to be examined and revised. <br />Carl Trick - The preamble can be added to in the future. <br />This preamble statement was revised after the meeting and sent to IBCC members Basin <br />Roundtable Chairs for the review. The preamble sent for review is as follows: <br />• Colorado faces significant and immediate crater supply challenges that need to be <br />addressed <br />• The current approach to crater snpply ij,ill not lead to a desirable futuure for Colorado. <br />• Water snpply in Colorado is transitioning from an era of unconstrained resource <br />development to an era of managing a limited resource. <br />• Water supply is not an itzdepeiident issuue. Colorado's ii,ater snpply fixture is tied to the <br />larger economic, demographic, and cultural trends of ouur state. <br />• A range of strategies are needed to help meet our state's cotisiumptive and noiiconsumptive <br />ii,ater snpply needs. <br />Components of the Vision Statement (changed to Goals and Objectives during the meeting) <br />Susan Morea presented what was in the Memo as the "Components of the Vision Statement." The <br />title of this section was changed to Goals and Objectives during the meeting. Following were the <br />comments on the Goals and Objectives: <br />Rod Kuharich - The objectives need to be measurable. <br />T. Wright Dickinson - I feel that the wording should be similar across the board - (e.g. sustainably <br />meet environmental and recreational needs versus protect). <br />Mike Shimmin - The revised document that I handed out categorized the goals and objectives. <br />Marc Catlin - I think we should stay away from land use planning because of private property <br />rights. <br />Dan Birch - I don't think there is anything we can do about population growth but one area that <br />needs to be examined is density of development.
