This will serve a multitude of properties. Improvements along the Stub <br />Ditch serve the same function; that is reducing the out of channel and overland flood <br />hazard. Improvements at the UPRRlHighway 6 crossing should be the next priority for <br />structural investments. <br /> <br />Property acquisition is something that should be done soon, but should consider the <br />economic climate. The intention is to secure the property at a reasonable cost before <br />development pressures increase the cost and render the alternative less feasible. It is <br />recommended that the property be secured prior to significant changes in its value. <br />Options other than outright purchase exist. For example, if development is proposed <br />along either of those sites, it may be possible to encourage the developer Lo dedicate the <br />land for these facilities in lieu of other investments. <br /> <br />5.3 Funding options <br /> <br />Funding of the implementation of the recommended plan presents considerable <br />challenges. The County has limited resources to address this and other problems within <br />the County. The GJDD does have a financing mechanism, but its' resources are limited <br />and unlikely to be able to satisfy the needs of this plan. Other mechanisms do exist for the <br />implementation of these improvements. <br /> <br />One option discussed at the public meeting is the creation of a local or special <br />improvement district. In this scenario, the residents of the area, recognizing the need for <br />improvements, assess themselves a fee to implement these improvements. The specifics <br />of the establishment of such a district is beyond the scope of this study, but can be <br />ascertained through the County. <br /> <br />It is recommended that the Bureau of Reclamation be contacted regarding contribution to <br />the implementation of this plan. The improvements along the Stub Ditch, and particularly <br />the drainage channel along the ditch, have been identified as a major contributor to the <br />,flooding downstream.
