Permitting <br />The Consultant will prepare any permitting related data not already available. The <br />Consultant shall provide in Phase 1 a list of permits that are required and collect such <br />data and prepare permit applications in Phase 2. The list shall be presented to the POC. <br />The Lake Fork Water Stakeholders (LFWS), a local citizens group, has requested data on <br />the effects of the operation of LSC on the LSC wetlands and downstream flora. A <br />preliminary set of questions from the LFWS is attached at Appendix B. The LFWS are <br />prepared to lead in addressing these questions or work cooperatively with the <br />Consultant. This exact mechanism for addressing these questions is subject to further <br />discussions. <br />Public Information Program <br />The Consultant shall participate in the POC-directed Public Information Program (PIP). <br />Hinsdale County will be lead for the PIP with close support from the Town of Lake City. <br />The following sections discuss aspects of this program that are currently foreseen. <br />Additional public information requirements may arise that would involve Consultant <br />participation. <br />PUBLIC OPEN HOUSES <br />At least two open house meetings shall be scheduled at key project milestones to <br />present project information developed to date, to provide opportunity for the public <br />to comment on that information, and to provide input for upcoming milestone <br />decisions. The open houses shall be scheduled after project start-up, most probably <br />to solicit public input into the alternative designs. The second open house shall <br />provide the opportunity to formalize the receipt of public comments. At its discretion <br />the POC may schedule additional public meetings. <br />The Consultant shall, at the direction of the POC, prepare materials for the open <br />houses, including but not limited to, agenda, presentation and handout materials, <br />and prepare a summary for distribution. It is anticipated that the Consultant's PM <br />should be present. The POC will direct the Consultant in answering any questions <br />that may arise from these open houses. The POC shall review and approve all public <br />open house materials. <br />SMALL GROUP SESSIONS <br />Alternative venues to address specific issues, special interests and needs, and the <br />identification of specific impact mitigation measures may be required. These may <br />include small issues-focused workshops, briefings for the Town Trustees, County <br />Commissioners, and the District Board of Directors, forums, site visits, special <br />outreach, or one-on-one meetings, and any required summaries. The Consultant <br />shall, at the POC's direction, prepare materials pertaining to these sessions. The <br />POC will direct the Consultant in answering any questions that may arise from these <br />open houses.
