The Consultant shall develop 65% design plans at a horizontal scale of 1" = 10' for the <br />design alternative alignment. The 65% plans shall be prepared in accordance with SEO <br />standards and shall be developed using Autodesk Civil 3D or equivalent. The plans shall <br />include, but not be limited to the following: <br />• Typical section sheets <br />• Plan sheets <br />• Profile sheets <br />• General layout sheets for structures requiring upgrades <br />• Retaining wall layout sheets <br />• Roadway cross-section sheets <br />• Preliminary hydrographs for the LSC and the river below the LSC <br />The Consultant shall conduct the 65% review meeting. Final comments from the <br />meetings shall be addressed within 15 working days. <br />Phase 2 <br />The Consultant shall complete the technical work described at Section 3, Technical <br />Requirements. In addition the Consultant, in consultation with the POC, shall identify <br />any permits required for the project, and material needed for the applications and <br />schedules. The District will be responsible for permit submittal, but the Consultant will <br />be expected to provide completed permit applications and be available for agency <br />consultations and Q&A. This phase includes the hazard classification report preparation <br />and preliminary review and approval by the SEO, all other permit requirements, the <br />geotechnical, design, and hydrology reports. With final agency comments, the <br />Consultant will complete the preliminary design documents and construction cost <br />estimates for the selected alternative for POC review and approval. <br />There may be additional citizen discussions and meeting as the preferred design moves <br />toward finalization. The Consultant will be expected to participate in these discussions. <br />The Consultant will be expected to evaluate POC proposed operational objectives and <br />associated maintenance requirements for the design life of the outlet structure. <br />Phase 3 <br />The Consultant shall address the Proposers' comments regarding the preliminary design <br />and complete engineering design drawings for construction, identify all construction <br />required permits, and prepare a Construction Request for Proposal, including bid <br />evaluation parameters. In addition, the Consultant shall prepare a final cost for <br />construction. The Consultant will not be excluded from bidding on the construction <br />work. <br />Final design shall include a schematic level construction management plan, including <br />modifications and impact to traffic. <br />RFP Lake San Cristobal Project <br />Page 5 of 15 <br />
