Quality Assurance Program: The Consultant will make available to the Proposers <br />one copy of its Quality Assurance Program manual, or comparable program manual. <br />This requirement shall apply to all critical subcontractors. A critical subcontractor is any <br />subcontractor that directly contributes to work that requires a State of Colorado licensed <br />professional engineer to certify completed work as part of this scope of work or as <br />required by a permitting authority. <br />The proposal shall indicate whether the bidder or its critical subcontractors have and <br />follow such a quality assurance program, and whether the bidder and its critical <br />subcontractors are ISO 9001 or ISO 14001 certified. <br />3 Deliverables for each Phase <br />Phase 1 <br />The Consultant shall develop design alternatives for the outlet structure. While there <br />are numerous alternatives available, the Consultant will focus on alternatives that most <br />closely meet operational objectives, permitting requirements, and safety, aesthetic, and <br />cost objectives. Presented with each design will be an assessment of the positive and <br />negative aspects. <br />Hinsdale County will conduct an election in November 2008 to evaluate citizen <br />acceptance of its participation in the project. The Consultant will be expected to <br />participate with local citizens at several levels, including, but not limited to, the <br />evaluation of the aesthetics of alternative designs, local citizen small group meetings <br />and large informational meetings. Citizen input will be considered in the selection of the <br />preferred design. <br />Upon selection of the preferred design the Consultant will perform preliminary <br />engineering for the selected design alternative to 65% design level. <br />The preliminary design shall include plans showing the horizontal geometry of the <br />structural elements for the proposed outlet facility. Vertical profiles for the proposed <br />hydraulic elements alignment shall be developed, as well as details for all principal <br />elements of the structure. <br />The preliminary design should be of sufficient detail to determine general cut and fill <br />limits, rights-of-way and easement requirements, preliminary earthwork quantities, and <br />required structures. The preliminary design shall also be completed to a sufficient level <br />of detail so that preliminary opinions of probable cost can be developed and the <br />satisfaction of pertinent design standards can be demonstrated. Preliminary design shall <br />incorporate comments from the Proposers. <br />The conceptual outlet structure design shall establish controls including environmental <br />constraints, primary and secondary flow controls, spillway capacity, public safety, and <br />operation and maintenance requirements. <br />RFP Lake San Cristobal Project <br />Page 4 of 15 <br />
