Phase 1 Evaluate options for providing for storage and release of 960 acre-feet of <br />water in LSC utilizing an outlet structure that has a natural appearance of <br />boulders placed in the water. This task may include surveying and <br />geotechnical evaluation, conceptual alternative design development, <br />hydraulic design, river and lake hydrographs, preliminary budget analysis, <br />and evaluation of pros/cons of each option. The survey work would evaluate <br />ownership boundaries associated with the proposed outlet structure. The <br />final product will be a summary detailing the preferred alternative including <br />cost estimates. <br />Phase 2 Complete the geotechnical work and develop a detailed perspective of the <br />underlying geologic condition of the site of the proposed outlet structure. <br />Produce preliminary design documents and construction cost estimates for <br />the selected alternative for District review and consideration. This task <br />includes the hazard classification report preparation and preliminary <br />review/approval by the Colorado State Engineer (SEO), all other permit <br />requirements, and the geotechnical, design, and hydrology reports. <br />Phase 3 Produce final design documents and construction cost estimates. This work <br />includes preparation of the technical specifications, design drawings and <br />details, and applying for and obtaining construction approval of the outlet <br />control structure from the SEO. The Consultant shall see the application <br />through to construction approval by the SEO. <br />The District provided Hinsdale County with grant monies that resulted in a 2004 report <br />that discusses and provides background on some of the issues contained in this RFP. <br />This report is not complete and considerable work on water rights has been done since <br />then that directly relates to the feasibility of this project. A copy of this report has been <br />attached for use in preparing the proposal. <br />2 Project Management, Coordination and Communication <br />The scope of work shall include the following components: <br />Project Personnel: The proposal shall list key personnel (see Section 6, <br />Qualifications) to be assigned to the project. Key personnel should be considered the <br />Project Manager (PM) and technical leads for significant work elements, i.e., design, <br />permitting, etc. The successful bidder is expected to assign these key persons <br />throughout the project. Any replacement of key personnel during the course of the <br />project will have to be approved by the POC. The proposal shall include description of <br />work to be performed by and qualifications of any subcontractors. <br />Project Initiation: The Consultant shall prepare a schedule and cost estimate and <br />assign tasks that incorporate all three Phases. The schedule shall show individual tasks <br />described in the scope of work for the project and identify key milestone dates. The PM <br />shall maintain and update the project schedule as work proceeds. <br />RFP Lake San Cristobal Project <br />Page 2 of 15 <br />
